Justiciar

A person appointed by the Viceroy and approved by the Chief Justiciar of the Empire to pass judgement on crimes.   Because the City Watch maintains the peace and responds to trouble, people must find their own investigators, or do it themselves, and then if there is evidence of a crime, present that to a Justiciar, who will also allow the accused to provide evidence. Often the Justiciar themselves will direct the city to hire third party investigators to validate and verify any evidence presented, but this is up to the Justiciar.
