Coalition of Free Cities
The Coalition of Free Cities is a loose alliance of mercantile city-states born out of the need for collective protection in a world of ever increasing violence. Each city remains more or less independent, while decisions that affect all member states are decided by a Consul elected by the cities. The Consul appoints all other members of their government and has almost unlimited power when it comes to defending the coalition but any offensive actions require a super majority vote from the member cities and a unanimous vote from the members can also call for an election of a new Consul.
The Coalition is known for its shred merchants and laissez-faire approach to economics. Its merchant ships can be seen in nearly every port on the continent, trading whatever goods or services they can. To maintain this trading empire, the Coalition usually maintains a strict stance of neutrality in international conflicts
