Volward

Volward was founded on a planar crossroads by groups of disenfranchised Planetouched in search for a place to call their own. Their principals of freedom, acceptance, and tolerance formed the foundation of the eventual city-state's nascent government. Word of the free city spread, and so did its power and influence in the region as runaways and outcasts flocked to the city. Easy access to the elemental planes makes it a gathering place for conjurers and summoners, and along with the density of magical beings gives the city adequate defense to go along with its rapidly increasing international attention.
  "As the magic faded from the teleportation circle, we stepped out of the embassy and into Volward proper. We were immediately confronted with the impossibility of the metropolis. Districts curve up and into the sky, completely inverted in places. Despite how long we stared, we never saw any movement of the neighborhoods but when we would look away and back they had processed in their orbits. Creatures from across the planes walked the streets. Snakes of pure flame sold their wares to ever changing tangles of limbs. Trysan golems walked alongside Awyn Rocs, giving greetings to a group of Akmosians floating past."
