Portamir

"Ah, the great gateway to dragons, as they call it. Looks less like a city and more like a siege camp. Every one, draconic or not, wants to get into dragon country, whether for trade or for treasure. After all, the Watchers have heaps of it in there."

Demographics

Portamir is mostly human, dwarf, and dragonborn, with a minority of other draconic-speaking races such as kobold or lizardfolk.

Government

Portamir is overseen by a joint effort between the Estel Governor and the Watcher's Spokesperson, representatives of both Nobliya and Capitel Sottgen respectively. Together they act as political leaders of the town, and keep the peace. The Watcher's Spokesperson, in particular, is responsible for allowing passage and granting citizenship to aspiring immigrants into Capitel Sottgen.

Defences

The inner circle of Portamir, around the gate, has its own man-made moat. The moat deposits ne'er-do-wells into the sea past the walls of Capitel Sottgen, down a cliff. Quite a sad state of affairs, for those pesky intruders.

Industry & Trade

Portamir acts as a literal go-between with Capitel Sottgen, and trades mostly with the dragon nation when compared to the rest of Nobliya. There's also a recently large movement from the orcish island of Votara to trade with Portamir as a means of getting into Capitel Sottgen.

Infrastructure

The town is basically around and outside the walls that surround Capitel Sottgen's landlocked side. The building material ranges from wooden cottages to metal abbeys and pseudo-towers on stilts that lean against the walls. Portamir's infrastructure is best right around the gates themselves, where a large portion of the population settles.

Districts

Gate: A wide berth is given around the actual gate into Capitel Sottgen, which would fit the largest of dragons. These days, it is completely closed, no one is allowed into the nation and no one is allowed out, save for citizens of Capitel Sottgen with wings. This puts dragonborn, kobolds, and tortles living within the nation trapped. The Inner Guard has total jurisdiction here as the peacekeepers appointed by Governor Empathy.
Merchant Row: A path within the town where several shops have been set up. All are heavily monitored by Portamir's Inner Guard.
Votaran Tribal Embassy: Votara has expressed interest in creating a trade route by ship between their island and Capitel Sottgen, though negotiations have recently become more... volatile.
Refugee Camp: Those citizens of Capitel Sottgen that are stuck on the wrong side of the wall have created a rather large encampment in an empty section of the town. Dragonborn, kobolds, even a few wyrmlings that cannot fly or climb the walls yet take refuge here until the gate can be re-opened. These people get a lot of flak from the Inner Guard for taking up space where Nobliyan citizens might live or walk. It's a bad time all around.

Assets

Portamir is a bit of a melting-pot when it comes to assets. On the one hand, they're stocked to the brim with miscellaneous dwarven tools that the dwarves keep coming to sell them. On the other hand, there are a great deal of dragonborn that sell their services around the Gate. Overall, Portamir's valuables depend on their population. The more, the plentiful.

Guilds and Factions

Portamir's most prominent guild is the Inner Guard, who keep the peace within the inner circle around the gate, and seem to deny a lot of folks outside entrance. There might be a corruption problem within the Inner Guard, particularly since the gate has remained closed to all.

History

Portamir was founded rather recently, it's only about 300 or so years old, and was built as a go-between for the dragon nation and the rest of Nobliya. Mostly for the dwarves, as they were the first to trade with the dragons.   When the war broke, many folk migrated into Portamir as a means to escape the wartorn northwest quadrant of Nobliya. It got rather crowded, rather quickly. This was also when the Inner Guard was founded.   As the war ended, the population remained stagnant, and the Inner Guard started pushing refugees and other such folks out of Portamir behind the back of both the Governor and the Watcher's Rep. Nowadays, Portamir is known as a rather oxymoronic "exclusive refugee camp" by most of Nobliya.

Tourism

Portamir is very much not a tourism town. Its primary focuses are immigration into Capitel Sottgen, and large-scale trading with Nobliya's people.   Occasionally, you could have a chance at seeing one of the Watchers visiting the town, but that is highly unlikely. They only leave Capitel Sottgen in any capacity in emergencies.

Architecture

The architecture is a charming melting pot of draconic and dwarvish design. It was dwarves that first reached out to Capitel Sottgen, after all.

Geography

Portamir is mostly flat, rocky cliff ground because of how near it is to the coast. Unfortunately, there's no breathtaking view of the ocean to go with that landscape, as the coastline lies in Capitel Sottgen.

Natural Resources

Portamir boasts few natural resources, since most of the folks living in Portamir do so because they're bringing their own goods, from their own hometowns, for trade.
