Costa

The crown jewel of Kelarpian, Costa is the capital of the entire country. While it is named Costa, it actually has no cost, but is named after Costas Avarian a past coven leader. It was said that he created the city to be a safe haven for his coven, and allow them to practice magic in peace without fear of persecution.
