Rih’kiel Remnant

A star nation of the Hyperion Federation representing the Rih'kiel species.   Long before the HF, in their glorious past, they made massed use of genetic engineering, giving themselves multiple special powers, such as precognition, reading emotion or planting emotion into anyone in sight. However, after their decline, much of this has decayed over time.   The very few who have survived these events are semi immortal and still have the full strength of their powers, but their numbers are running very thin. Those born from others with the modified genes have weakened versions of the powers, and using them usually comes with physical pain. What power specifically is indicated by their eye colour.   The Rih'kiel race stands as a shining example to the Federation of what not to do and are a constant reminder of the dangers of genetic manipulation and subspace / antimatter weaponry, telekenesis and psionics. Also due to being stuck in a space station their bodies have gotten used to space conditions. Because of this, Rih'kiel can live more easily in space than on planets.  
In their prime, they were extremely powerful, more so than the entire Federation combined. Making use of many extremely advanced technologies, banned by the Federation. The primary examples being intense genetic manipulation of their people, widespread use of antimatter weaponry and Slipspace Bombs, capable of creating Spatial Rifts.   Ultimately, it would be the internal issues that cause the collapse of Rih’kiel society. The collapse is called the Calamity. During this, the extremely high popularity of antimatter weapons rendered almost all their planets uninhabitable, and the rest were annihilated in rifts created by slipspace bombs. In the end, only one group survived, stuck in a station orbiting their once pristine homeworld of Raria. Now little more than a heap of molten slag, a desolate wreckage. Scarred by the millions of scalding antimatter rounds.   Although no one dared fire Slipspace Bombs at Raria, the antimatter was of course more than enough to scald the planet for eternity.   They believed that the genetic engineering of themselves would help them massively - and while it did, was of course a significant cause of the calamity.  
As of the Hyperion Federation first contact with them, There are only a few 100s of millions on that station. About 90 000 of them are Calamity survivors.   Although in their prime they were single handedly stronger than the entire Federation, they mostly explored other dimensions and planes of reality, so when the Federation found them, only a few planets were seen as wreckage balls. At risk of annihilation, they joined the federation.     The Rih'kiel was a very proud species in their prime. Though now they are more humble, the technology still has references to their past long ago. The Hyperion Federation discovered much about this, though mysteries remain. The remnant is an oligarchy - led by a leader as well as several other individuals who hold all political power. There are several calamity survivors who are a part of this and are thus semi immortal and exceptionally experienced.   It was in fact the Rih'kiel that came up with the Flying Discs design that the Saelians salvaged and love to use.   As such, their culture wants to prevent another calamity from happening. They try to spread awareness, teaching other species of the dangers of advanced technology, especially of advancing rapidly. One of their holidays is dedicated to exactly this - the holiday of reckoning day. The other holiday is eye day, recognizing the importance of their eye abilities to their star nation.   The remnant was similar to an empire between the calamity and the HF first contact. They could not afford to spare many resources and thus became efficiency obsessed. When the HF made contact, this was no longer necessary so they turned into a government similar to a democracy.
