Tower of the Clouds
The tallest structure in Pendril often pokes out above the fog that blankets the city in early morning. Located on the highest point in the city, a small, roundish hill that has had its sides scraped into steep walls, reinforced with blocks of limestone, the tower itself is made of an alabastar. The stones, cut into hexagons, seeming have no mortar holding them in place. Instead, local lore states that each is placed with such precision that each holds the others in place. Standing at least a hundred feet in the air, it is impossibly thin, merely 20 feet across and no architect to this day has been able to replicate its construction. Still, the tower has existed for centuries and no record of its construction remain.
Other than arches at its apex, the tower has no windows, save for one on either side of the small wooden door, painted bright red, at its base. To the right of the door a simple wooden box , painted the same red as the door, sits. It's construction betrays no seams or joins and it's is adorned only by a small round slot through which citizens of the Watchful City slide their Grievances under the Incontrovertible Edict. A small red shelf, perhaps five feet tall, stands next to the box, filled with scrolls describing Judgements rendered. To the left of the door a deep blue marble monument - as tall as a Human proclaims the four laws of the city in precise white lettering.
While stories of its interior vary from tavern to tavern, ranging from the luxury of thick Dharjan carpets and heavily scented candles to the mystical tales of floating globes of light, the truth is that one can never seem to find a person who has actually been inside the tower. It is known, however, that the FIve Masked Lords reside within, exerting their influence over the city and pursuing whatever dark agenda they might have in mind.
