Grievance Box

Found only at the base of the Tower of the Clouds, the Grievance box is a small box of painted red wood, roughly two feet tall and a foot across. Those who have inspected the box find that it has no seams or joins - it appears forged of a single piece of wood, it’s only opening a small circle on the front into which citizens of Pendril place their grievances under the Incontrovertible Edict.

The box is paired with a tall shelf that holds scrolls containing the various judgments from the Five Masked Lords. The shelf seems to have some ability to understand a person’s intentions, and though there have been hundreds of judgments in the past century, it has space for only two dozen scrolls.  Nevertheless, no matter the age or obscurity of the judgment being sought, it always seems to sit on  the shelf.

The opening rejects the passage of all matter other than grievances inscribed upon paper or parchment. Even scrolls with other content are somehow prevented from passing through the hole in the box. The box and shelf have proven impervious to both the elements and vandalism over the years, with vandals subject to summary judgment under the Edict. Its paint has never faded and nothing entered has ever been seen again.
