Nimbam

The planet nimban is a massive city planet that has since turned into a permeant warzone between the Colonial Earth Empire and the Covenant of Man.   The Empire technically holds the planet, but the local populace and former military has resulted to a gruesome street-by-street guerilla war. The technology here is too priceless for the Empire to fully obliterate, so instead they throw waves and waves of Imperial Army commanders and their regiments at the problem, hoping to subdue the radicalized that fight the influence of the Empire. The civilians simply try to keep their heads down, and avoid being caught in the crossfire.   There are rumors of influence from other outside actors as well, with those following Seerism raising their own militias, and black ops Union have been spotted arming locals with the help of skilled smugglers and the Ungratefuls.  

A World of Secrets

  Deep beneath the city scape that covers a majority of Nimbam's surface hides the infrastructure of the Pre-Silence Society that built it. Since discovering the secrets below, a war has been raged, city level to city level. The Covenant of Man re-possessed a great number of these secrets, but after the Mechanicus Jihad, they were radicalized and many great technological marvels were destroyed by the repressive Covenant of Man priests.   This has left the excavation of said secrets mostly up to scavengers and local criminals, up until the Gates were re-opened. Now, in an attempt to throw the gates wide open, the Empire has opened up a war with the reactionary residents, who see the Empire digging up dangerous weapons, only to turn them around on the original residents.   This cache of technology simultaneously protects the residents of Nimbam, but also puts them directly in the pathway of imperial inspection. Normally, under such aggressive circumstances, Imperial commanders would be certain to use extensive orbital bombardment to subdue the population. However, any kind of significant ordnance dropped on the planet's surface risks damaging hidden tech caches below, or bringing down entire levels of city scape. Instead, the Empire must fight their way through dangerous city blocks, miles under the surface, securing super-lifts to ease access up and down. This has led to high casualty rates of imperial forces, who are not used to fighting without orbital support.  

Life on Nimbam

  Life on Nimbam is difficult for the average denizen. Many are organized into the administered sectors, under the control and protection of Imperial authorities. These are aggressive police states, maintained by a handful of appointed governors and administrators, usually working at the behest of either the Navy or the Ministry. They are all located on the very upper levels of the city sectors, landing zones to bring in more excavation equipment and military supplies.  
  Those that do not live in the Imperial sectors are in what is considered the "Disputed Territories" and can range wildly from one sector to another. The middling sectors are the least organized. War zones, scavenging sectors, or refugee encampents for those displaced by the constant violence. The lower sectors have some security, and the opposition to the Imperial forces resides here. Communes have been formed, containing hundreds of thousands of displaced residents. Underground industrial farms, manufacturing plants, and entire cities have sprung up down here. They are run by all manner of various factions, sects and humanitarian organizations. Smugglers regularly make trips down here, trading in Red Rage, weapons, and technological secrets.   The vast majority of these factions are reactionary authoritarian warlords, just as likely to fight each other as they are to fight the Imperials. Many of the most radical right-wing forces are funded and encouraged by the Covenant of Man, who seeds their war-priests throughout the lower sectors, stoking the fires of rebellion. The handful of farmer communes that exist usually do so under the influence of Seerist oracles, usually distributing smuggled food production equipment throughout the planet's underground networks, in exchange for the technological secrets found in the depths of the planet.
