The Empire of Plutoria

The Empire of Plutoria is the oldest nation on Gromlin. With out a doubt the most mysterious and dangerous nation. It’s populace being an assortment of monsters, dragons, and undead that instills fear all across the realms. A nation of contridictions and mystery. An Imperialistic nation, yet also a meritocracy. A nation of survival of the fitest, yet one of second chances. A nation of schemers, yet a strong sense of loyalty to the empire on the whole. A nation of mystery, but also on that likely hold many of the answers to Gromlin's past.

Culture

The denizens of Plutoria are typically somber. Their sense of humor tends to be dark and dry. They tend to hold the Empire in very high regard and the Emperor even more. They are strict and a militaristic people due to the need to survive. A nation based in meritocracy and a strict heirarcy. Most of the citizens are very secretive and defensive when it comes to the inner workings Plutoria. The nation tends to prefer to reclusive.   Life is cherished as well as undeath. Burial ceremonies and resurrections tend to be grandiose. Heroes of the Empire are normally immortalized with a bust after their final death in the Imperial Palace. Among those that hold any sort of authority, etiquette is almost an unwritten law. What officials and military officers are encountered are usually described a cold, but well mannered.

Public Agenda

Though made up of the more "monsterous" races, Plutoria states that it will accept anyone and is a land of second chances. This sometimes doesnt come off the way they intend given how mysterious they all tend to be. They are also very defensive, any preceived threat is met with force. Common saying in the Empire is "You harm one of us, you harm us all"

History

Plutoria’s roots reach back before the colonization. Much of the early history is either lost or closely guard. All that is know it that their Emperor has been their ruler since the beginning. All of Gromlin use to be under his control. They have had to fight for survival on many occasions, and even a few times tried to retake lost territory. Over the centuries they allowed more races to settle in their land, such as the Drow and the Duergar. This led to the creation of a few minor nations that became protectorates of Plutoria, Epheryn and Gitimoore. They have become even more isolationists in the past century.

Demography and Population

The numbers or demograph of Plutoria is not know, as no census has ever been taken. Seeing as the dead would need to be counted as well. You will find a wide vareity of people existing within the borders of the empire: Humanoids, Goblinoids, Orc, Animal-kin, and more.

Territories

The Plutorian Empire once covered the entire bredth of Gromlin before the Colonization Wars, now they mainland of the Empire only stretches the Eastern shores. The majority of the lands are protected by the Ghostly mountains. To date no army has been able to traverse over them. The nations of Gittimoore and Epheryn are the Empire's client states, both under the protection of the Emperor. Those territories cover the Darken Woods, The Great Ghasm and other Underdark Lands. The Isle of Ghiest is by far the largest island within the borders of the Empire and acts as the Headquarters for the Imperial Army. However that does not make it an island of law and order; indeed it is the opposite. Pirates and smugglers are rampant in the waters around the isle. Yet when the Windracer, under the command of Admiral James Grim, everyone acts on their best behavior. While not an independant nation, the territory know as the Pyric Fields opperates almost as an autonomus provience under the command of Proconsul Sundereth, "The Ashen King"

Military

The Empire has no standing army outside the garrisons that protect their major settlements, but there are many small private mercenary forces that opperate in its lands. They do however have a strong navy that opperates at all times, headquarted at the Isle of Gheist. When they do form into armies, they have heavy emphasis on Infantry or Monster Units. When the Empire goes to war, it is a horrific sight as armies of undead, giants, dragons and more ravage the lands. The Imperial army and Navy is mysterious to say the least. A war has not been raged with plutoria in a little more than a century, so their full capabilities and numbers are unknown. What is known is that is deadly. Undead tends to make up the majority of the military forces. The ancient alliance with the chromatic dragons make them even more of a dangerous foe.

Technological Level

The Empire's technological level is comperable to the other kingdoms. Many of its technological advancements come from salvaging things from battlefields or wreckages, though occasional the odd scientist or wizard may improve on something

Foreign Relations

While they are open to visitors, Plutoria tends to be reclusive almost to the point of isolationism. There is a major exception to this, Phoviel. For Millennia the Kingdom of Phoviel and the Empire have been allies. Often rushing to the others defense. A long time rival of the Kindom of Raelon. While currently at peace with Raelon, it is an uneasy one to say the least. Raelon and Plutoria are historic enemies, so much so that it has almost become a joke.

Laws

The laws of Plutoria are known to be strict. Death penalty is used for a majority of the crimes. Despite this (or because of it) crime level is very low. Law is enforced by an Undead Marshal placed in every major city. Patrols are more frequent the deeper into the Empire you go. No one is above the law in Plutoria. The Imperial code forbade privileges based on birth, allowed freedom of religion, and specified that government jobs should go to the most qualified. One thing however, The Imperial Code, as the laws of the empire are known, does not protect citizens outside the empire, this includes small crimes but is still discouraged.

Agriculture & Industry

While the protectorates often see to many of the agricultural and mining concerns, the empire still has some amongst their lands. With very little in the way a land needed for farming, hunting and fishing is usually the main source for food.

Trade & Transport

The Empire mostly prefers to trade with its protectorates, its need for food has forced it to trade with nations like Raelon and Leagalla. They typically only trade on a city by city level, many Raelonic and Leagallan barons have gotten very wealthy when an Undead Marshall shows up asking for food.

Education

There is no formal education system in the Empire, each town's burgomaster will often see to setting up a small school hall.

Infrastructure

On the western side of the Ghostly Mountains, there is more infrastructure with well maintained roads and cities. However on the eastern side of the Mountains, this is far from the case. There are plenty of town that maintain themselves, but what little roads are amonst the Kess Mire are dirt roads; often disappearing or leading nowhere.

While the empire does use coin for trade and some stability with its neighbors and protectorates, it is not the official currency of the realm. The offical currency for the Empire of Plutoria are Memories and Emotions. Due to many of the Plutorian undead not having any memory of their former lives, and the unending afterlife, trading experiences is an extremly common and accepted practice in the Empire, particularlly the eastern Empire. Collected with magic, the seller will then experience the memories as if they lived it themselves.

The Empire is slow to trade some its needed resources, but usually trade large amounts of gold.
