Illithid-Dilug Intergalactic Empire of New Rocheron

Introduction:

The Illithid-Dilug Intergalactic Empire of New Rocheron, commonly abreviated to "the Empire", is the oldest civilization in the Founder Galaxy and possible The Universe. It was founded 1,022,910 years ago by the Illithids and the Dilug shortly after they accidentally destroyed their homeworld Rocheron and united under one flag. The empire is the largest civilization in the galaxy, occuping 3/4 of it currently but laying claim to all of it but 327 systems belonging to independent governments. While is is not as advanced as it was during the High Precursor era and it is currently occupied battling the most dangerous threat that has emerged during the Modern era, the empire is still by far the most culturally, scientifically, economically, and militarily advanced civilization in the known universe.   Capital: New Rocheron, Supreme Solaris

The Beginning:

Taking advantage of the death and disorder left in the wake of the First Cataclysm, the power known as the "Illithid-Dilug Interplanatary Empire" forcefully united every planet in the Supreme Solaris system under one flag. Scientific advancements in the following era of peace led to the invention of the Drift Drive which ushered in an era of intersteller exploration. This exploration led to the establishment of imperial colonies and first contact with the Trebians after the empire intercepted radio waves from Thoa. Borled was eventually annexed into the empire after they suffered a nuclear winter. This addition paved the way for the empire to continue expanding throughout the Founder Galaxy, overcoming nearly all obstacles that stood in its way.

Government:

As an empire, the head of state is an emperor. Known as the Machine Emperor, the emperor is in charge of nearly every broad aspect of the empire. He personally manages galactic laws and the security of the nation, leaving smaller matters to lower levels of the government specializing in their specific duties. The emperor's direct involvement is often executed through the deployment of the Royal Enforcers, ten advanced synthetic people that loyally serve the emperor.   The emperor directly oversees four lower branches of the government that manage the bulk of the imperial government: the Galactic Council, sector governors, the Hall of Law, and the Grand Administration of Scientific and Cultural Advancement (GASCA).   The Galactic Council is a council comprised of nine members, with eight representing one of the eight most populous species in the empire and the ninth serving as the representative of all other imperial species. Councilers are appointed by Royal Enforcer: Designation Alpha, but an appointment can be overruled with a unanimous vote by the other eight councilers. Councilers serve up to 2 6 year terms. The Galactic Council's primary duty is to ensure the treatment of all alien species in the empire is as fair as possible, through laws and civil developments. Their secondary duties are to keep the sector governors in check through the councils possession of veto power, and to serve as a second smaller government in the event of another cataclysm.   Sector governors are the highest level of governor, with each being responsible for managing an entire sector of the founder galaxy. The majority of laws proposed and passed that concern politics at a galactic level are the work of sector governors. Sector governors also oversee system governors and ensure they cooperate with the other system governors in their sector. Sector governors are elected by a popular vote from the inhabitants of their sector, and serve up to 4 6 year terms.   The Hall of Law is the highest authority of the imperial judicial system and legislation, with members both making making laws that fall outside of the areas of the Galactic Council and sector governors, and also ensuring justice is served in cases that require their expertise.   GASCA is the political department responsible for regulating which forms of technology are permitted to be invented, and to ensure that modern technology and culture does not change significantly. Their existence is controversal to some, but GASCA is necessary to ensure that dangerous forms of technology do not cause widespread harm like they commonly did in the past.

Diplomatic Relations:

The UFH:

The Empire has had a long and rough relationship with the United Federation of Humanity. The UFH was originally founded after the original humans in the Empire fought and won the War of Freedom. Since then, the Empire and the UFH have maintained an uneasy peace, occasionally broken by small wars. Today, the two consider each other as allies, mostly because of the proximity of The Scourge.  

The UIS:

The empire is the UIS' main ally and supports their endeavors. While they have fought against each other in wars before, the empire and the UIS have been declared allies for over 110,000 years.  

The Raltek Interstellar State:

The empire and the state have historically had great relations with each other. This changed in the aftermath of The 17th Galactic War, a conflict in which the two powers opposed each other. They once again consider each other trade partners, but the imperial-raltek relationship has not yet fully recovered.
