Wargun's Watchers

Duke Jothel Darin, lord of Wargun and the most powerful noble in all of the Zennonaize Confederacy knows better than to create his own standing army that might threaten the Dono. Instead, tucked away in the northeastern corner of the confederacy along the shores of the Wartin Gulf, he has assembled what is, perhaps, the largest police force in all of Tarien. Known as Wargun's Watchers and numbering nearly a thousand soldiers, cavalry, and sailors, they both keep the peace in the city and patrol its nearby steppes and seas, keeping them free of brigands, pirates, and noble forces of opposing viewpoints.
 
The Watchers have several bases of operations within the city itself, a herd of nearly five hundred fine warhorses, and a half-dozen large warships. Funded by largely by tariffs on incoming and outgoing trade goods, their patrols work the docks of Seal Island and each of the city's three gates, leveeing customs on merchants with impunity. In true Zennonaize fashion, Duke Darin provides little direct oversight to his troops, giving commanders broad discretion on matters such as the interpretation of laws, punishments for various crimes and even current tariff rates. As long as trade continues and the city remains safe, the Watchers do as they please. The skulls of several former, over-zealous commanders still adorn the council chambers in the Old Dono's Palace to serve as remind to current commanders to take their discretionary powers too far.
