Great-grandson of the legendary Shey Tapani, he and his sister Katianna Vortapani -- the youngest two children of their family, and the only ones to escape assassin blades -- were cryofrozen to keep them from sharing their older siblings’ fate. Found centuries later, restored to life and instated on the Tapani throne, his very existence inspires pride and near-fanatical nationalism in most Tapani Imperium natives. Fortunately, he happens to be a good person.

Update:
Every once in a rare while, someone asks me what Emperor Gregor is "really like".
What a question.
He is a lighthouse.
He is a beacon, a fixed fact in reality, whose nature is to radiate solace to those who are lost -- and warning to those who rush headlong into darkness -- and the sometimes harsh intimacy of being witnessed to those who thought they were unnoticed.
To superficial observation, Gregor Vortapani seems to have a simple affect {that is, "simple" in the sense of "uncomplicated", of "austere"}. These are people with no thought about the level of intricate work involved in being a lighthouse.
Part of the nature of a lighthouse is that people barely notice it when their circumstances are pleasant. It's when the seas get nasty that the lighthouse burns hardest, always steady, always sure.
Gregor is a lighthouse: He sees you more forcefully than you maybe were ready to be seen. When he focuses on you for more than a heartbeat, he blazes all of your shadows away. If you do not want to see your own blemishes in stark relief, do not stray anywhere near his harbor.

Gabriella and Gregor were introduced at one of the semi-private social events for the Boy Emperor during the time of Aral Vorkosigan's Regency. This "casual introduction" was carefully arranged by the Bene Gesserit leadership in 12722 during the "off season", as the Vor social calendar would call it. Gregor had reached the phase of adolescence where normal fourteen-year-old High Vor would be most likely to do their most dramatic dating experiments; Gabriella, sixteen, had earned a lot of independence from her smuggler parents. They had experienced very different traumas in their pasts, but the fact of being children in a dangerous life was a special sort of common ground.
Why did the Bene Gesserit decide these two children should be maneuvered into a potential romantic relationship? Why so early in their lives? Why do the Bene Gesserit do anything, really? They have their reasons, which are not going to be explained to the unbeliever.
