The City of Beltin
The second largest city in Rycrioun and home to The Division is Beltin; named after the second Voice of the Goddess and sits just on the Northwestern shore within the country.

Government
The Commander is not only in charge of The Division; but they are also the leader of the city as a whole with a small council of elders made up of the strongest families beneath them. Given that the city is essentially a large military base The Commander has complete control over what happens there, with the elders of the strongest families acting as advisors who's only real power is in appointing the next commander. The five great families of Beltin are the Wycotts, the Redwills, the Tomans, the Sones, and the Cletes; The Commanders have always been chosen out of one of these family lines.

Infrastructure
The city is fairly self sufficient on its own, only needing outside help during bad winters. Small farming villages can be found outside of the city walls and a large fishing community keeps the city well fed. Like the rest of the towns and cities around the country Beltin has a fully functioning sewer system. Given it's military function many armories, weapon smiths, and black smiths can be found within the walls of the city.

History
The city was founded not long after the murder of the second voice and acts as a secondary safe haven for the leader of the council and the Chief Minister should their lives or the city of Rycca is under attack and soon began training a force known as the Operatives who act out the secret and black ops missions for The Peoples Republic of Avalon under the name The Division a new subsection of The Council of Advancement and Awareness. Given the purpose of the city, it’s overall location is unknown to the majority of the country with only high ranking members of The Bronze and Blue and the Voice of the Goddess knowing, with members of The Bronze and Blue having their memories of the location wiped after their tenure.

Geography
Found on the western coast of Fellmoore the city has direct access to the Attel Sea. Directly surrounding the city is a dense forrest known as the Darkwood Forrest. Beltin takes up 32,500 square miles of land
