They have taken one of our most potent protections against The Quori and The Nocta Mori and are turning it into a drug... only disaster can come of this.A syndicate out of Kaechaek which is made up of Nomtai, Kaechaek and Peridot who have synthesised a drug using Dreaming Bark that forces intense and lucid dreams for their users. A large concentration of this drug and dealers have been found in the capital of Sanctuary… much to the dismay of emperor honour. They have made their fortune and reputation from their creation of Dream Veil. The Dream Veil are also unique to other criminal groups and banditry factions due to their lack of manpower. Instead their leader has been intelligent enough to keep their identities anonymous and surround themselves with as many reliable individuals as possible including some well-known politicians in their pockets in the baronies across Kaechaek. The Ceaseless Observers have been working on defeating this syndicate for a long time but have not made as much progress as they had hoped despite the support of Emperor Honour.
