Scyldari Confederacy

The Scyldari Confederacy is a major interstellar government organised as a theocratic republic. Its capital is Scyldaria, located in the Scyldon System. The primary population are Scyldari, a mammalian species that evolved on the ocean world of Scyldaria. The population of the Scyldari Confederacy are notable for their spirituality, pacifism, and acceptance of alien species. The Scyldari Confederacy is ruled by an elected Revered Elder, who is aided in ruling by a religious council. The Confederacy has a strong commitment to environmentalism, and has advertised itself as a safe haven for refugees across the galaxy. Diplomatically, the Confederacy seeks peaceful coexistence with other galactic nations, and attempts to spread its various religions equally peacefully.

Government

The Scyldari Confederacy is structured as a confederal theocratic republic. It is typically classified as a semi-conservative mixed-market democracy, with low to moderate levels of corruption.

Unlike in most other star nations, the central government is relatively weak, with most powers delegated to national or planetary governments. The Confederal government is responsible primarily for foreign affairs and coordination between the contitutent states of the Confederacy. The main legislative body, the Confederal Parliament, has two chambers: the lower house is elected by a party-list system from the entire population, with political parties gaining seats based on their share of the total vote in the Confederacy. The upper house is represented by five delegates per constitutent state, with each state determining how it chooses its own delegates.

While the Confederal Parliament is technically a secular government, it is overseen by a council of religious leaders. This council is made up of eighty of the largest religious organisations in the Confederacy, which each appoint a delegate to sit on the council. While the council has no legislating power, it provides advice on legislative proposals and ensures the democratic process is conducted properly. The Confederal Parliament cannot remove a member from the council, as only the religious organisation responsible for them can recall them. Not only are Scyldari religious organisations represented, but some xeno religions are large enough to have a presence on the council. For example, the Earth-based Catholic Church appoints the Bishop of Scyldaria as its representative on the council.

The central government is responsible primarily for diplomacy, the armed services, taxation, and regulating constituent members. Constituent members are responsible for law enforcement, welfare, education, healthcare, infrastructure, and other smaller-scope issues. Constituent states have an explicit right of secession from the Confederacy, but due to the level of integration in an interstellar nation, separatism is not a politically popular position. Disputes are semi-common between constituent members, but the Scyldari are quick to resolve them via dialogue. Many sociologists believe that this preference for dialogue and collective problem-solving over conflict is what allows a government like the Confederacy, which is very decentralised, to maintain its relevance and integrity on the galactic stage.

History

Early Scyldari civilisations were almost heavily pelagic. Major settlements were located either near to or on the water, exploiting the abundant resources present on the shallow seabeds. Over time, expanding Scyldari populations resulted in settlements further and further inland. By the Scyldari Iron Age, a majority of the population lived on land.

Generally speaking, the Scyldari had a very standard development process. The planet, divided into kingdoms and nations, slowly unified as mass media became progressively more available. Unlike many other species, however, the Scyldari recognised from an early point in their development the dangers associated with rapid industrialisation. Scyldaria's biosphere is much more delicate compared to other habitable planets, and the levels of pollution associated with typical industrialisation would have rapidly destabilised it. Instead, Scyldari industry was developed with environmentalism in mind from the very start.

Scyldari history diverges yet again from the typical development cycle in their Machine and Atomic Ages. The Scyldari were able to avoid global-scale conflicts like those seen on many worlds, instead settling their differences with diplomacy and mutual understanding. While low- and medium-level conflicts still happened, the kind of devastation associated with a world war was avoided.

Part of the reason that the Scyldari managed to prevent global conflicts was their religions. Rather than engage in religious conflicts throughout history, from an early period the religions on Scyldaria engaged in interfaith dialogue and peaceful proselytism. Religious membership continued to be high in the ages of mass media, with many Scyldari placing their faith above their nation in importance. As a result, powerful religious organisations were able to mediate peaceful settlements to many conflicts.

Perhaps as a result of the long peace on Scyldaria, the nations of the world were not particularly interested in global unification. Despite this, talk of unification became increasingly common in the mid-22nd century CE. The religious institutions of the world supported this endeavour, as they believed it would finally put an end to conflict planetwide. The process of unification was slow, with many nations resisting giving up their independence. It was the discovery of hyperspace in 2192 CE and the possibility of faster-than-light travel that gave a massive surge of energy to the pro-unification movement.

The Scyldari Confederacy was formed in 2197 CE, two years before the development of the first hyper drive. A loose collection of semi-autonomous nations, the Confederacy was barely able to hold itself together during the initial colonisation rush of the 2200s CE.

Demographics

The population of the Scyldari Confederacy is majority Scyldari, with significant numbers of a multitude of other species. Some of the more common species include Yondar, Humans, Glebsig, and Khennet, but virtually every species in the galaxy has a small expatriate community within Scyldari space. This is due to the Confederacy's open door policies on immigration, for both regular migrants and refugees. These communities aid Scyldari diplomatic efforts by providing a knowledge base from which Confederate diplomats (and sometimes, spies) can draw from.

The Confederacy displays high levels of educational attainment and life expectancy among all species, including both citizens and residents. The creation of artificial intelligence within Scyldari space is illegal, punishable by up to ten years in a correctional facility. However, as part of migration negotiations with both the Voor Technocracy and Lokken Mechanists, the Confederacy conceded that foreign synthetic citizens would be permitted to live within their space, though they are barred from becoming citizens.

Economy

The Scyldari Confederacy is a medium-sized, post-industrial, mixed-market economy. A large private sector is supplemented by a robust public sector, which is primarily responsible for critical infrastructure. The constituent member states of the Confederacy are endowed with the power to regulate their economy as they see fit, though efforts have been made by the Confederate Parliament to unify economic standards and integrate planetary economies. As of the mid 24th century CE, the Scyldari is nearly as unified as comparable galactic economies.

The Scyldari mindset is one of moderation and balance. As such, runaway economic development is viewed as a major moral failing, resulting in a more careful and cautious economy. This results in a slower rate of development, but one that is more stable and experiences fewer major recessions. In terms of industry, strong environmental controls mean that the heavy industry and mining sectors on planets are relatively underdeveloped, while light industry, agriculture, and services command a higher percentage of GDP.

Society

The core pillars of Scyldari society are moderation, balance, pacifism, dialogue, and faith. These five pillars form the basis of the Scyldari eco-spiritual ideology, developed over multiple centuries and promoted by the government. Excessive consumption and overt displays of wealth are frowned upon, though the amassing of wealth and assets themselves (so long as they conform to society's standards) are not. Scyldari are expected to be slow to anger and to resolve their differences through dialogue or mediation, the latter of which is often offered by local temples free of charge.

This ideology is promoted through two prongs. The first is the organised Scyldari religions, who nearly universally preach and practice all the tenents of eco-spiritualism. As most Scyldari are religious and visit a temple at least once per month, they are exposed to this from an early age. The secular government also promotes the ideology through laws, propaganda, and support of cultural activities that promote Scyldari eco-spiritualism. Despite secular and spiritual authorities promoting the five pillars of eco-spiritualism, citizens of the Confederacy are encouraged to debate the meaning of these pillars and how they can adapt to modern times.

Military

Although pacifism is one of the core pillars of Scyldari ideology, the Confederacy maintains a standing military. Although the Scyldari prefer non-violence, they maintain a military in order to deter potential enemies and defend themselves in the worst case scenario. The Scyldari Armed Services are charged with the defence of Scyldari territorial integrity and hunting pirates that threaten internal shipping lanes. In times of crisis, the Armed Services may be required to perform expeditionary capabilities alongside other member states of the Galactic Community.

The Armed Services are comprised of the Naval Service, the Terresrial Service, and local militias and guard forces operated by constituent members of the Confederacy. Non-Confederal military units are under the operational control of local governments, though they can be Confederalised in times of crisis for integration with the remainder of the Armed Services. The entire Scyldari military is volunteer only, where all citizens are permitted to serve.

The UNE and Confederacy are both founding members of the Galactic Community. Although friendly with each other, they disagree on matters of egalitarianism and synthetic rights.
