Government
Libria has been a magocracy since before it bore that name, and was a meritocracy for all of that time right up to the rise of the Unifier. Once upon a time there was a bare minimum requirement of magical proficiency to participate in government which slowly rose as you gained authority, but the position and level you were able to rise were determined by your skill in administration and performing the duties of that position. These days the requirements have flipped, Archelaos demands a baseline level of competence such that his attention is not required, but rewards magical power much more highly. There are rumors that he also dispenses power in exchange for personal favors and services as well.
History
During the Seventh Great Demon War, the primary breach between the Abyss and Khthon ripped open a triangular hole into the ground of Hellenis. It devoured a lonely temple to a forgotten god. When the rift was finally closed the temple somehow remained occupying its same space seemingly oblivious to the fact that it was now suspended above a bottomless chasm. the Kanō Rimpa Shogunate established a research base in its shadow, which grew steadily and eventually passed into Hellenistic hands.
Architecture
Libria retains a distinctly Rimpan style from its earliest days, though after so long in Hellenistic hands it reflects that more than anything else.
