Stallsworth

Stallsworth is known for its extensive mining operation deep within the ruined city. The ruins are so large that there is always more and more to dig up. The uncovered portions of the ruins have been stripped and refurbished as living quarters, casinos, hotels, and all manner of other businesses. Almost like a normal city, except for the lack of nearly any form of law and order. What is taken is yours. Large organizations and syndicates employ their own security forces, and everyone else fends for themselves. While "crime" runs rampant through the streets, it is actually relatively safe for tourists on the upper levels (known as Krass) where scammers and gamblers run the show: those who would rather swindle than outright rob. There is also a section of the city, known as Haven, where the wealthy reside in a heavily armed and gated community. Haven sports artificial sun and moon light to mimic the outside world. Deeper within, however, the situation gets more dicey the closer one gets to the mines. The mines are ran by slaves largely because nobody with anything to lose wants to go down there. It's also a safety precaution against thieves. Who is going to rob someone who has nothing? Anything the slaves dig up gets loaded into armored mining carts and sent to the surface to be sorted, sold, and utilized. Krass is packed to the brim with casinos and brothels intent on milking as much cash out of tourists as possible. Neon colors light up the eternally dark streets. It is always night here. The middle levels, known as Brass, are where one finds the black market goods, drugs, and, popularly, cybernetic operations. Brass is lit up with dull street lamps that constantly flicker and buzz. Deeper in are the slums, known as Sparcity. Here is where only the bravest tread, as this is where not even the police dare enter. Getting through the lower section to the mines without getting jumped is all but impossible for those not overwhelmingly intimidating. The only reason one would enter the slums is for access to the ruined portion of the city where unknown treasures await only the boldest of adventurers. Here, the city is lit with fire pits spread periodically throughout that smell of gasoline and melted plastic, and the occasional street lamp. The mines themselves have no permanent light source. Here, those with dark vision thrive and prey on those who must use lanterns and flashlights to see. It is rumored that the mines themselves are haunted by ancient ghosts and wendigos that prey on those stupid enough to wander down here without proper protection or large numbers, like the chain gangs that roam down here hunting valuables for their masters. There is one organization, known as the Stallsworth Ruin Recovery, that works to turn the more ruined parts of the city into habitable space, shrinking the lower levels and expanding Krass and Brass ever deeper.

Demographics

Any and all races are represented in Stallsworth. Turns out shady dealings and dark deeds are not restricted to any race.

Government

Little to none. There is a mayor and a police force, but they are all paid off by the crime lords and thus are mostly for show, and to keep tourists feeling relatively safe.

Defences

Everyone here fends for themselves, and they are all heavily armed and outfitted. There is a small police force that patrols Krass, and they are what protect the tourists.

Industry & Trade

Exports: anything stripped from the mines. There is also a huge smuggling network in the city that provides much of the city's influx of wealth. The casinos are also a large source of revenue. Imports: all sorts of currencies and smuggled goods that demand a high tax.

Infrastructure

Mines. Deep ruins from the 21st century are stripped of valuables and tech by the slaves owned by major mining outfits. There is also a rail system that runs throughout the city, only one track of which extends into the mines themselves and only carries mine carts.

Assets

Largely ancient tech pillaged from the ruins. Also a wide variety of currency from all across the West.

Guilds and Factions

The Yotsuturi Clan is the crime syndicate that really runs this city, headed by vampire lords Marco and Jeanie Yotsuturi. They are the puppet masters of Mayor Rowe and the government of Stallsworth, using their intimidating presence and vast wealth to secure their positions of authority.
The Stallsworth Ruin Recovery Project, run by the Callahans, aims to refurbish and repurpose the deeper levels of the city to be more habitable for the ever-increasing population of Stallsworth.
One notable challenge to The Yotsuturi's power is the Neon Knuckles gang. While small, they are plucky and crafty, using their limited resources to sabotage the Yotsuturi agenda any way they can.

History

Stallsworth was uncovered by ruin prospectors some thirty years prior to the city's founding at the site of the sunken city of Las Vegas. At first, people only lived there for short periods of time while digging for loot. The mining operation eventually evolved to the point where an entire settlement formed within the ruins, and it was proclaimed an official city in 154 PA. Shortly after, Marco and Jeanie Yotsuturi settled in and used their wealth and influence to turn the mining city into a recreation of the old city that never slept.

Tourism

Tourist attractions include the many cheap brothels and casinos the city offers, as well as the cybernetic tech that one could use to enhance their own body for a steep price.

Architecture

The city is carved out from the ruins of a bygone era. Everything here is preserved deep underground, and thus most buildings are what the past would have called "modern" architecture. Deep layered garages turned into sprawling markets. Casinos and hotels refurbished for the post-apocalyptic world. Everything here is a remnant of the past.
