Tellis
Tellis – A small river port along the River Karm. The port is generally unremarkable with most of the town being built on a bluff to the south of the river and the low lying land near the river being packed with docks, warehouses, shipyards and inns serving the river trade.
The Port area is dominated by the Eversly Gang, who are River Pirates and smugglers. They are generally abetted by the corrupt local authorities. Periodically the Royal authorities beat down the gang. The leadership is good at making itself scarce and the organization tends to rebuild after a year or two.
The city is governed by a local council made of guild leaders and merchants. This group had a symbiotic relationship with the Eversly Gang acting as their fences and providing political cover. They will periodically hang some unaffiliated miscreants to make it look like they are strict about enforcing the law.
The landward side of the town is protected by a modest stone wall with fighting platforms and a ditch. The most impressive structure in the city is a large guild hall located on the town square with a squat, unappealing governor’s palace opposite it.
