Members are appointed to their office by the monarch and they can be dismissed at will by the monarch. The king or queen serves as the head of the Council and takes note of its recommendations, but only the monarch can make the Council's decisions into law.
In Caraegewyn, the monarch's most trusted advisors have gathered around the Round Table in the Golden Keep since the founding of the kingdom in 1720 ER. In those past times of legend, KIng Arthur I Pendragon was attended by his thirteen companions, the Knights of the Round Table. Over the centuries since, the board of royal advisors has transformed numerous times, settling to its current form a few centuries ago.
