The Gratic Empire

The Flag of the Gratic Empire depicts a silver/white dragon wearing a golden crown on a field of red. Many merchant vessels and naval vessels from the Empire often have a simple red cloth flag to indicate that they hail from the Gratic Empire.

Structure

The Emperor/Empress of the Gratic Empire is the political and religious leader of the Empire. With a line of Emperors and Empresses stretching back some four centuries, they make most of the major decisions that affect the entire empire. They have a large council of advisors that aid with some of the more mundane tasks, although this has caused many Emperors in recent memory to be unhelpful or uncaring.   The Imperial Council helps with the day-to-day mundanity of the Empire. Of note are: the Lord Mayor of the Gratic Empire for Gratic City, whose role is fairly self-explanatory; the General of the Imperial Army; the Admiral of the Imperial Navy; the High Priest of the Imperial Temple; and the Head Magistrates Head Magistrates, who are appointed for each Province in the Empire and champion that Province's needs. As Emperors and Empresses have different levels of authority and ability to delegate, the number of positions on the Council has fluctuated from a dozen to twice that number.   Each Head Magistrate of the Gratic Empire is the leader of their Province, and under them are a large number of Lord Magistrate of the Gratic Empire, one for each village and town. The job of the Head Magistrate is settle disputes between towns and make sure that everything in the Province runs smoothly.   Each individual Magistrate is in charge of: keeping up on the town's taxes, fortifying and protecting the town from external threats and internal rebels, and helping stimulate economic growth in their local area. Most are reasonably benevolent, with very few being downright nasty. This is due to the fact they are in an appointed position; if they don't keep their people happy, they are very expendable and replaceable.   The Empire also has a variety of other organizations that answer to it, including, but not limited to:  
  • The Imperial Army;
  • The Imperial Navy;
  • The Imperial Temple;
  • The College of Mages;
  • The Emperor's Messengers; and
  • The nobles of Dwarven holds, although this deference is mostly symbolic.
  • Public Agenda

    The motivations and agenda of the Empire has changed from Emperor to Emperor, but a few common themes have been common in the past:  
  • The restoration of the Gratic Empire to the glory of the First Age, although success with this is rare and fleeting;
  • The preservation of the Gratic people from various threats, from external forces to demonic invasions;
  • The upholding of traditional Gratic values, especially the Imperial Temple and its religious institutions; and
  • The concentration of power in the hands of the Emperor instead of the various Head Magistrates or advisors on the Council, although this goal is laughable at best.
  • Demography and Population

    A census of the Empire's population is taken every few years for taxation purposes, although inaccuracies are often rampant in far-flung areas. Recent population counts indicate that some 250 000 humans and some 15 000 dwarves in the Empire.

    The Empire controls the following regions:  
  • Gratica, which is the heartland of the Empire;
  • Domiel;
  • Anotaash;
  • Schinter;
  • Ensik;
  • Silena;
  • Lintin;
  • Evercold; and
  • Essel.

    The military of the Empire is controlled through the Imperial Army and the Imperial Navy .

    Foreign Relations

    The Gratic Empire has relations with all of the other smaller nations on Endaman. These relations are generally unfavourable at best, as the Empire has invaded or occupied all of them at one point or another throughout the centuries.

    The official currency of the realm has four denominations: copper and silver pennies, gold "chars" (short for chariot, that being the symbol on the tails side), and the rare platinum "suns" (mostly out of circulation or hoarded by the wealthy).
    Legislative Body
    The Emperor or one of the members of his Imperial Council are the ones to institute changes to the law of the Empire, and trained lawyers and judges will write the text of the law.
    Judicial Body
    The various people who hold the rank of Captain of the Imperial Army/Imperial Navy are trained in what is and isn't against the law and are informed of changes to that law. If there has been a miscarriage of justice, there is a recourse through the High Court in Gratic City, where trained lawyers and judges hear cases and appeals.
