Eluin's Shadow
Every large city on Shireon has their own local criminal group. Thalor Alari is the home of Eluin's Shadow, who has been able to keep the city's guards busy for several centuries.
A Seemingly Law-Abiding Surface
The headquarters of Eluin's Shadow is a rather innocent looking shoe shop in the Santhelas district in Thalor Alari. It is well known for selling a kind of embroidered shoes that is currently seen as high fashion by the richest inhabitants. There's a bit of a wait to get a pair, if you can afford the rather high price tag.
A Rather Shady Core
Underneath its seemingly law-abiding exterior hides a sophisticated criminal organization, centuries old and still not stopped by the authorities. The authorities have their strong suspicions, though they can never get the proof they need to do anything about Eluin's Shadow.
But what does Eluin's Shadow do?
In short: Anything that earn them riches.
Eluin's Shadow is probably most known for doing crime. This may be everything from pickpocketing unaware citizens to large planned burglaries against rather lucrative targets. They always play it safe, and generally have several ways to divert the attention from their organization planned for every activity they take part in, in case something goes wrong.
However, Eluin's Shadow doesn't just do illicit activities. They also run Osha's Game Emporium, which is an establishwent where they run games where money is at stake.
Shoes
The members of Eluin's Shadow recognise eachother by their shoes. While the general kind of shoes are available for ordinary people (at least if they have enough money to pay the price and are willing to wait for the ludicrous production queue), the specific kind worn by the members of Eluin's Shadow has some specific design elements that are never found on the shoes made for anyone else.
Other Similar Organizations
The only other organization that's similar to Eluin's Shadow is the Ravenous Ravens, who are found in practically every large city of Shireon outside Enarion. However, while the Ravens is a large organization with branches in the largest cities with their own leadership, Eluin's Shadow is one organization led by one person, with no branches.
You know, it would be nice to have some influence in Enarion, but I guess it's impossible while that shoe maker runs his little business there.
Blasphemy?
Eluin's Shadow have taken their name from the forest cat spirit Eluin, the Hunter. This is most likely due to the stealth of the forest cats in general, and how Eluin is known to be completely silent as she moves between the trees of the Kael Thalori.
This use of such a holy name is not especially popular among the more religious people in Enarion, especially not those who feel they are more law-abiding than the average population, or the clergy associated with the Spirit of the Hunter.
The members of Eluin's Shadow care as little about this as they care about the laws, however: Not all that much.
