Scale Watch Barracks & The Below
Built on a low hill, the Scale Watch barracks also function as Saltmarsh's jail, known locally as the Below. It is one of the few structures in town with an underground level. The jailer, Kraddok Stonehorn, is an old comrade of Eliander Fireborn. Kraddock is a stickler for the rules, and Eliander trusts him with his life.
On duty Scales report to and issue from the ground floor of this building during their shifts, while two to eight watchman and a sergeant can be found present at any given time. Whenever the royal marines have time or the inclination to leave their ship they sometimes use the barracks as housing.
The jail in the cellar consists of two sections. In the first, a single large chamber holds drunks, brawling fishers, and other troublemakers who need to cool off for a few nights. A side passage contains the second section of The Below where holding cells for six individuals have solid doors, fine locks, and no windows. One cell was long ago warded against both teleportation and divination magic.
It is standard protocol for any troublesome spellcasters to be kept in this cell blindfolded with their hands encased in manacles. Rumors abound that Eliander and other important Founders also use this cell to conduct meetings that require the utmost secrecy.
The Below is not meant to be a place of prolonged holdings. The jail is really only a stopover for those awaiting tribunal or needing a few days of poor rest to remind them to behave. Most prisoners held here are quickly sentenced to various tasks, humiliations, payments, time served, or execution; after all, a gallows awaits besides the Full Net Hall.
Major offenders that cannot be dealt with by this swift and uncomplicated local justice are most often transferred to the more heavily fortified dungeon in Seaton. There they will be dealt with accordingly or sent to wherever there fate has led them.
