Structure
The 9th is more chaotic than other Hobgoblin Legions, with the Zotan directly overseeing the Ghakine who form a sort of democratic assembly.
Culture
The 9th is a lawless band of brigands that believe one must be strong to be worth surviving, the philosophy of the Orcs which allows them to fit in more than with any other legion. Rather than killing the weak, however, they are subjected to a Greenskin variant of Biomancy. Their flesh is warped and chirurgeons add and subtract from their anatomy until they are either stronger or dead, at which time they are used as spare parts.
Public Agenda
The 9th believes that Greenskins must be their strongest selves to have a chance to conquer the world, and seek to strengthen their goblinoid fellows whether they like it or not.
