Composition

2,000 Hobgoblins for a small legion, 10,000 for the larger ones, plus an additional 20% to 50% Goblin auxiliaries used for scouting and foraging, 5% Bugbears Bugbears for advanced scouting, sabotage, championing, and special operations, and 1% Vagun which tend enough Norkers to feed and supply the legion.
Some Legions may include Blues, and some may persecute them entirely. Additionally, several Legions have made tenuous alliances or conquests of Orcsih tribes, and travel with small Orc auxiliaries.

Structure
Eight Hobgoblins are led by a Zotanash elected from their number (usually through dueling). These eight are allotted two dedicated slaves (Snaga). The Zotanash are arranged in a group of ten called a Shuntar, led by a Shuntarek. Ten Shuntar make a Ghak led by a Ghakine. Three Ghakine make a Jhetar. Jhetar are led by a Zotajhetar, and all the Jhetar together form the Legion. The legion as a whole is led by a Zotan to whom the Jhetar answer directly. If a Zotan acquires control of more than one legion, they become known as a Zotan-lufuatur, and is almost certainly going to make a play for The Hungry Throne
Goblins are led by a Khafshog (usually a Bugbear), Bugbears are lead by a Zotamaj, Vagun are rarely under direct command, and if the Legion tolerates undead they are led by a Vadokarik. Orc auxiliaries will lead themselves, and take orders poorly.
Tactics
Typical order of battle begins with the Goblins spread out in front of the Legion, skirmishing and assassinating the enemy commanders if possible. They will collect ears for pay during this period. This lasts until either the Legion has finished maneuvering or until the enemy has pushed them off the field. Once the Goblins are gone, the Legion will send any orcs at the enemy that they can, slowly marching up from behind. When the orcs are either all dead or have tired, the Legion will pull them back. They will launch three volleys of light javelins, one volley of heavy javelins, and then one last volley of heavy javelins while rushing in to grip with the enemy. While shield to shield, the Hobgoblins will attack from inside the enemy's guard with their short swords. When a commander has detected that a Ghek has tired, they will swap them out to give the enemy little relief.
During pitched battle, Bugbear are used as champions and to apply extra pressure at identified weak points. Between battles, they're used as spies, assassins, saboteurs, and commandos.

Depending on the culture of an individual legion, they may have Goblins, Wargs, Orcs, Undead, Summoned Fiends, or any other allies they may find. Every legion makes use of Bugbears and Vagun shepherds.
Upkeep
The nature of Norkers make any material a basic supply and ease the burden of maintaining battle readiness, at the cost of having a certain requirement for mobility to let the land replenish.
