Imperial Classification of Civilizations
Introduction:
The Imperial Classification of Civilizations is the classification system officially used by the Illithid-Dilug Intergalactic Empire of New Rocheron to classify every known civilization, both extant and extinct. A cilization's status normally affects who is able to enter the system(s) of the civilization. The classification levels are:Primitive
Primitive civilizations are civilizations that own a planet that consists of multiple nations. They also have the following traits: -Lack of interstellar spaceflight -Ignorance of other galactic civilizations While the majority of primitive civilizations are kept isolated and contact with them is forbidden, rare cases occur where the civilizations learns of other alien species. In these cases any information about alien contact is removed from their records. If this is impossible, the civilization is subtly encouraged to reach out to the rest of the galaxy, forcing them to develop interstellar infrastructure themselves. Unauthorized travel to primitive civilizations are strictly prohibited. The Empire takes violations of the Cultural Contamination Act very seriously. Independent civilizations are civilizations who are aware of alien life and have interstellar travel. These civilizations may consist of several nations or may have a unified planet, but they all share one thing: they either refused or were denied imperial citizenship and have remained independent. In rare cases, independent civilizations may control more than one star system. While a few independent civilizations do not allow alien travel in their borders, most engage with trade with the Empire and/or the United Federation of Humanity. Most independent civilizations are on neutral or friendly terms with the rest of the galaxy, with only a handful engaging in attempted warfare or terrorism. Galactic civilizations are civilizations that occupy over 50 inhabited systems in a galaxy. In the Founder Galaxy only two galactic civilizations currently exist: the Empire and the UFH. Some debate that The Scourge should count as a galactic civilization, but their political status is under debate. Other galactic civilizations have been discovered in other galaxies in the past, during the High Precursor Era. Contact with all of these civilizations has been severed.
