Cyhlassad, Imperial Frontier capital

The imperial capital of the southern Esereti frontier. The city is bounded by a dry cold desert region to the north, decidous forest to the west and south and grasslands to the east.  
The roads to Cyhlassad are poor- tracks of mud and packed earth or trails across the arid plain. The city can barely be called that by western standards. The outlying districts are poor. The Fae House where fae devils dwell. They are tolerated or even accepted by Esereti with their strange ideas, but have them excluded from civilized people by Imperial law. The Walls district is where lumber works are. Twilight and southroad districts are likewise outside the sandstone walls with their adobe plastered watch towers. The city itself is the jumbled Esereti style of the buildings wood framed and pressed together to form mazes of alleys leading to residences, all sharing walls and some sharing courtyards or plazas but most homes being structured in two or three floors around a central open garden with a few small trees or planters of pleasing vegetation.  The inns and taverns offer food and drink and some offer companions for a night.  There are also brothels to fit any taste or budget.  There is a Fighting club run by some form of cat Beastmen for entertainment and Potau's house for actors, jugglers and other performers.

5% = Fae races: The Fae (pop: 257)
5% = Taurien : minotuar or Centaur: Minotaur  and Centaurs  (pop: 270)
1% Moon People and other Humans: Moon People ( Pop: 41)
1% Bahku: Bahku (pop: 40)
1% Beastmen: Beastmen these are typically slaves of nobles and merchants where they may make up 10% of a household ( 25-50% of slaves) but this 1% are the free former slaves. (pop:43)
2% other: Monsters lurking in sewers and dark corners or ruined buildings, [Octnon traders (in summer, with a clan house of 8 resident year round).

Government

The Esereti noble houses form the Small Council that consults the Governor.  The governor and Small Council oversee and have nominal direction of the Local Masters. The local masters are:
Master of Ceremonies and protocol: Liaison with the Holy Church, and official in charge of festivals and celebrations, feasts and ceremonies.
Master of Justice: Oversees city guard and watch ( Green Legion) and oversees Magistrates appointed by the governor who rule in the courts on matters of imperial law and contracts.  Persons may also appeal to local rule where a given noble house to whom they are subject makes judgements and rulings of law, guilt or innocence.
Master of Works (road, walls, water & waste): Engineers and architects. They maintain the windmills that draw up water to the 8 greater plazas and cisterns, and pools that provide water.  Water carriers transport barrels for the wealthy. Most families fill buckets once or twice daily or more frequently on bath days.
Master of Revenues: Tax men, tally keepers, and registers of houses and property, as well as census keepers for the head and heather taxes.
Master of Agriculture ( farms and markets, weight accounts, imperial granaries):  Masters of weights and standards, Market Keepers and granarie keepers.

The local leading house are Silver Dragon and an unrelated House of Silver that support them and Black dragon. Then Brass, Bronze, mercury and a small weak Green.

Districts

The fae house at the north edge outside the city walls.  Fae are excluded from the city at night and city gates are closed except the Twilight and east road.  
Twilight road district is low class and poor outside the east and NE gates.  Twilight district has low class brothels, gambling, and taverns.  Loggers and woodsmen come here from the logging camps.
The Walls is outside the walls on the east and south east.  Wood mills are here and low skill centaur labor run Centaur Treadle to mill timber.  
Southroad is outside the walls south and east. Bahku barbarians and other "unsavory" outlanders ( Minotaur, centaur and free beastmen) typically dwell here.  The leatherworks are here since winds tend to be from the west and south.
Thieves alley: an old part of the city, very run down in the southeast part of town. It is inside the wall but is rumored to be filled with smuggler and thief bolt holes and tunnels.  Periodically the Guard will make sweeps looking for these.  Beggars, thieves, prostitutes and actors or other performers may live here. 
StoneEnd: southern district.  Wood workers, stone workers and smiths.
Old Town: northeast and north:  Graneries, the dragon shrine, and Green Legion Headquarters.
Westgates: The noble quarter. Home of the Governor's mansion, legion keep, and the Churcch of The Order of Heaven

Points of interest

Old Town - Potou House:  Theater with variety shows featuring mimes, jugglers, magicians, acrobats, song, musical recitals, and dancing girls wearing dresses with long, fluttering sleeves.

Old Town - The Dragon's Shrine. Unfashionable old temple. It is of wood with adobe and mosaics of tile depicting battling Dragons, Dragons overseeing harvests and farmers and Dragons in the sky around the sun, pushing rain clouds and bringing snow. At the Shrine's entrance is a shrine to the Emperor on the Phoenix thrown.  Dragon worship is not forbidden, so long as the Dragons are subordinate to the Emperor and the Holy Church of the Order of Heaven. The Shrine teaches reading, writing and basic math to students for 1 silver Talent a week. All Dragon rites start with prayers to and for the Emperor.

Old Town - Moon Lantern House:  brothel of middle income and legionaiies. half the staff are slaves with eight beastmen females and two young males. Another 9 females are humans, and 2 are male.

Westgate -  Velvet House: High end brothel / concubines with 100+ silver Talent fee for entry to a comfortable lounge with musicians playing and a bar.  Private rooms are well appointed and Shi-Shi the Torga owner/ mistress will seek to accommodate any request for a fee. She obtains slaves for those who want to do damage to the girls and protects her regular staff from excess.

Westgate - Housee of Antiquities: museum of history and supposed artifacts from the Legend of the Yellow Dragon Kingdom.  Scholar Gwondon, Dho (esereti) and his wife run the Museum sponsored by a local Lord. Entry is 1 silver Talent.  He will appraise or buy artifacts.

Westgate: Golden Thread seamstress and tailors. Guild shop of tailors and seamstresses for nobles and wealthy customers. They are skilled with special and exotic fabrics and materials with an annual trip to buy Fae Commonwealth silks.

StoneEnd - Expedition Outfitters. Actually owned by Hun the Minotaur but fronted by Esereti staff.  Hun consults on equipment and tells stories.  He is an albino mountain minotaur - Glory Rank 3, Honor 2.

StoneEnd- Apothecary: Onza, Mouz and her husband run this herbal and apothecary shop (Esereti).  They close twice weekly to harvest plants and herbs or other materials in the forest, desert and plains.  They will buy exotic ingredients. They also identify plants, mushrooms and insects for 5 brass Wheels. They don't sell anything  poisonous or potentially harmful.

StoneEnd- Talismonger: Ukyni Paen (Olian) and his husband a Plains Minotaur ( Laewae).  They make and sell magic supplies and talismans.

Thieves Alley- Punajal Herbalist. Punajal is Stoneskin moon people. His brother Nazuk run the shop.  Punajal focuses on helpful and fortifying herbs and elixirs. Nazuk is skilled on poisons and antidotes.

Thieves Alley - Awn's FightClub:  Awn is a bahku warrior with one eye and a thick braided mane. His bahku wife and two sons run the shop. During the day it is a training gym in boxing, wrestling and weapons training.  Nights are boxing, wrestling and every 3rd day a weapons fight in the cellar where a 15x15  ten ft pit is dug. Gambling is permitted and ales are sold.

Thieves Alley - Blackmoon Trading House. Merchant traders. Will buy almost anything. Will sell special and exotic items - that may have been stolen elsewhere. They export stolen goods to other towns. It is also the headquarters for the unofficial "thieves guild".  One gang is assigned to each District except Southroad and Fae House and a Noble house (lesser Silver) has connections to the Gang bosses. They don't appreciate "independents" and will expect 50% of any take.  30% if they swear to a Boss.

It sounds really rin down now, but there must have been a point of lister. I wonder what that was like and what remains from that point.

The founding concept is Medina in Morocco with aspects of ancient Roman city construction like Pompei. It is kinda run down.
