Organization is a bit of a misnomer here. Hy-Altia is the Mother AI in the Core Krystal of the city/ship. She is still in control of the capital city, but few know how to access her anymore, only the Elders that remember she's there.
Structure
Since there is no current ruler of Hy-Altia, Mother is in control, if anyone knows it or not. She upkeeps what she can with limited resources, and her current programming.

Mother has always been part of the ship, since its construction. Her programming has changed little over the years, depending on the current ruler.
