Council of Anchors

Tier: V, Strong Hold

The Council of Anchors, also known as the Nine, is the governing body of Awarth, a city-state in The Blasted Isles. Each Anchor represents a Hold of Awarth. These Anchors serve as ward bosses, responsible for maintaining order, enforcing laws, and representing their respective Holds' interests. Although the Anchors are elected, their selection is heavily influenced by the most powerful faction within each Hold, often reflecting the interests of those in power rather than the populace at large​​.

As a collective body, the Council of Anchors handles both executive and legislative functions for the city. Their decisions impact Awarth’s governance, particularly in its industrial operations, district regulations, and response to the many dangers posed by the Blasted Isles’ volatile environment.

Turf

The Council governs from Anchorage Heights, the political heart of Awarth. Their influence permeates all nine Holds through direct control or proxy factions. Their primary meeting place, The Anchorage, (HQ) is a fortified hall where laws are crafted and power plays unfold.

  • The Anchorage: A grand, fortified assembly hall in Anchorage Heights where the Council convenes.
  • Beacon’s Heart: A towering beacon that serves as both a lighthouse and a symbol of the Council’s enduring authority over Awarth .
  • Dirigible Fleet: The Council controls a fleet of dirigibles used for diplomatic missions, trade negotiations, and, when necessary, aerial warfare

Quirks:

  • The Nine Anchors: The Council consists of nine members, each representing one of Awarth’s Holds. While they are elected, the process is heavily manipulated by powerful factions within each district.
  • Political Machinations: The Council operates more like a court of intrigue than a governing body. Alliances shift frequently, and power struggles are constant.
  • Pragmatic Rule: The Council prioritizes stability over morality. They will employ brutal measures to keep Awarth functioning, seeing themselves as the necessary force preventing chaos from consuming the city.
  • Rituals of Rule: Each new Anchor swears an oath over the ancient Anchorstone, a relic tied to Awarth’s founding.
