At times, Destroyer carries himself with a noble air, as if affecting the manners of the emperors of old, and pretends to be honorable and trustworthy. In truth, he is neither. Though he claims his word is his bond, he readily breaks promises he finds inconvenient and willingly betrays anyone foolish enough to ally with him if he can gain by doing so.

Doctor Destroyer was created by HERO Games for their "Champions" superhero campaign in the early 1980s.
Our version is an homage representation only. All rights remain in the hands of HERO Games.

Meta about Doctor Destroyer's threat level
This alternate universe version of The World's Most Dangerous Supervillain lives on Roman Earth. Some of his resources, and therefore his abilities, have been adjusted for the story.
He is always a grave threat.
He is designed to be a challenging fight for a team of 5 to 7 heroes in any PC supergroup, what the GM Guidelines section of the White Book calls a "Superior level of Opposition". Doctor Destroyer has a strong chance that he will defeat the hero team in a direct fight, possibly within 3 to 5 phases. A "win" against Doctor Destroyer often means "escaped with the MacGuffin" or "drove the cost in materials up too high to be worth more of Destroyer's effort".
It is reasonable to expect that this supervillain starts at around the "3600 HP" power level. This value includes all of the Gadgets immediately available to his use.

                Physical Attributes are the Attributes of Doctor Destroyer's Armor, built so that the armor's Physical Attributes can (and almost always do) substitute for the wearer's Physical Attributes. This Armor also has Hardened Defenses, meaning that a single RAP of damage does not create a hole in the armor big enough for a typical sized person to crawl through.
