This alternate universe version of The World's Most Dangerous Supervillain lives on Roman Earth. Some of his resources, and therefore his abilities, have been adjusted for the story.
He is always a grave threat.
He is designed to be a challenging fight for a team of 5 to 7 heroes in any PC supergroup, what the GM Guidelines section of the White Book calls a "Superior level of Opposition". Doctor Destroyer has a strong chance that he will defeat the hero team in a direct fight, possibly within 3 to 5 phases. A "win" against Doctor Destroyer often means "escaped with the MacGuffin" or "drove the cost in materials up too high to be worth more of Destroyer's effort".
It is reasonable to expect that this supervillain starts at around the "3600 HP" power level. This value includes all of the Gadgets immediately available to his use.
