Volar III

History

Volar III is the largest asteroid in the system's belt - and the only thing resembling habitable land. The only reason this system is of any value is the massive deposits of rare metals within the belt and the treacherous planets before it. These deposits were quickly exploited by the nascent Imperium - but quickly fell into disarray. Three short years after the colonization of Volar III, Horus and his traitorous brothers turned their backs on the Emperor. A loyalist force of Imperial Fists were quick to secure the mines, and forced their efficiency up to three-hundred percent that of what was originally expected. Over the course of the Horus Heresy and the three centuries following, this expectation stayed. 
  Unsurprisingly, these deposits ran out quickly. The communities that now inhabited more than just the original asteroid were left without anything to provide. Luckily enough for them, massive dockyards had been built around their homes to more easily export the metals - dockyards that could easily be turned into shipyards with a little bit of help from the Adeptus Mechanicus. For exchange in these conversions, the people of Volar III offered their criminals and other undesirables to become servitors for the next ten millennia. 
  The shipyards of Volar III have churned out hundreds of escorts and and handful of larger cruisers over the course of their ten thousand year existence. The importance of this system to the Roma Sector is nearly on par with the capital itself - and as such some people take different measures to ensuring it's safety. When the Blood Wars began to heat up after the Battle of Drelograd, the planetary government of the shipyards was disposed of and the Imperial Navy took direct control. This was not at the command of the powers that be on Thelmoth but the unauthorized action of Admiral Tajo Kreutzhof. There was no time for protest during the time of the war, and the Thelmoth Assembly has begrudgingly accepted the new government of the shipyards.   ++The Conclave suspects that Lord Admiral Simone Baracca - commander of all Imperial Navy forces in the sector - ordered the seizure of the shipyards. There is no evidence for this accusation as investigations have not been carried out at this time.++

Demography and Population

With the Admiral's destruction of the original government, there is no native Volari who is in a true position of power. Any positions they hold now can easily be dealt with by a swift armsman raid, or the movement of the Admiral's pen. The entire population has been pressed into servitude - to produce voidships for the rest of their existence.

Military

The policing forces of Volar III have been completely disbanded in favor of the naval armsmen of Admiral Kreutzhof's fleet. They carry out the Admiral's orders without hesitation - and without mercy. It is estimated there are nearly fifty-thousand armsmen that patrol every corner of the colony every day. According to reports from Kreutzhof's propaganda machine, "no crime goes unpunished, no lapse in productivity uncorrected".

Infrastructure

Twenty-seven asteroids are connected by great highway networks through space, providing the area for a colony to truly survive. Still - the Volari have adapted to living in cramped spaces and over the last ten thousand years physically shrunk in size. Even so - these highways can still have thirty super-heavy tanks cross side by side at once. During the morning hours, many buses, trains, and aircraft run these highways to get their workers to their jobs one time.
