Republic of Westfall

Theme: The Lexan Colonies Line is a sort of accidental set of colonies that occurred at the end of the First Equestrian Civil War, Lexan legions had been defending other nations from Naqah War hordes and many soldiers ended up bringing their families over and those families ended up settling within the desert ruins eventually forming a collection of colonies totally loyal to Lexer. Much like its parent County, the colonies are extremely patriotic over the idea of a Republic and run an independent but virtually the same Democratic system.   Diplomatically the colonies had much closer ties to Tapira and Alpacan than their parent country due to how close they are. The Colonies are given virtually free reign by Lexer to run themselves how they wish and both contribute equally to each other's economies meaning that the Colonies rarely feel the need to separate from Lexer and are happy to serve as the Frontline against Naqah, Viewing Naqah as a sort of destined enemy they must vanquish and have been trying to for the entirety of its national history. One major difference it has is that it has a far better standing with the native Ox and Buffalo Tribes than its parent nation thanks to its shared enemy with Naqah.

Government:

The Government operates in much the same way as Lexer with virtually no changes at all other than that there are simply more diverse representations within it's government as many more foreign races can find a home here thanks to the Nation being free of the North's agitation and control. Thanks to this fact the government is a possible preview of what an independent Lexer could look like should it free itself of the shackles the Empire has placed upon it time and time again. The Government is once again broken up into various branches that handle practically the same responsibilities.   Executive Lodge: They have a President and a First lady at the top of the executive branch with an Advisor below them serving as Vice President and the entire Executive staff who aid the President and First Lady to run the Nation and handle international and national affairs. This Lodge's policies though can be checked and even straight-up denied by the Senatorial Lodge or the Senate. It can also be blocked by the Judicial Lodge but it can block both their policies.   Judicial Lodge: The Judicial Lodge handles the Law of the Nation, running its courts, its Guard forces and otherwise. In order for any executive Order to remain sustained for a long period of time, the Judicial Lodge must negotiate it into law. Any meaningful changes to the law that do not contradict the Lexan Constitution must be debated within this lodge. This body can also propose laws and pass it, though should any law prove ultimately unpopular to the populace then the Populace can mobilize either within the Senate or within themselves to Reverse the Ruling and if extreme enough Impeach and Remove Judicial figures.   Senatorial Lodge: The Senate stands as the direct representative to the people, absolutely no one within the senate is appointed nor has anyone within it ever gained a position within the senate through heritage unlike the Title of President and First Lady should Popular and Electoral votes be sufficient. They are the people's arm within the government and have representatives from all walks of life and in times of peace may even include high-ranking military officials to keep the Military's interests protected within the affairs of politics. When the Colonial Republic refers to Congress, they mean the Senate, Congress is a term referring to the current group of senators serving in the Senate.   Militant Lodge(Unofficial): The Constitution contains provisions for the possibility of a total Government wipe-out of our shutdown or a major constitutional crisis in which The Grand Marshall attains the rank of Lord Commander and takes over leadership of the City. Military laws are applied and curfews often follow. The Militant Lodge when in control act as a restrained Military Dictatorship that strictly adheres to the Code of Dragons dictates how the Military shall act in certain situations as Guidelines.   When the State of emergency is over, the Grand Marshall must begin Snap Elections to elect a new leader even if the old is alive to guarantee the people's will is represented and then the Grand Marshall must appoint a new Grand Marshall and retire from Political and Military life for the rest of their days. Any attempt to bypass this process is met with Execution or lifelong imprisonment depending on the severity of the transgressions.  

  • Constitution

The Government has a very detailed constitution that has been fine-tuned and changed, unlike the Lexan Republic. The Colonial Republic has been able to make vast amendments that have solved territorial disputes with the Buffalo Tribes and Non-Naqah-affiliated Zebra tribes. These amendments were designed with a new philosophy in mind.   In Lexer, Democracy only goes as far as the Government but in the Colonies, Democracy is a way of life. The 24th Congress of the Colonial Republic foresaw compatibility issues with Democracy and Capitalism down the line. Companies like Yorta are outside of the jurisdiction of the Lexan Constitution meaning enforcement methods against Yorta must be independently employed and defined by the law.   Senator Alexandria Frostgold of the 24th Congress argued that the creation of laws is fundamentally influenced by money, no matter the system. Regulating against corruption is a difficult process as the ones doing the Regulating are likely compromised themselves and would install their own back doors to abuse. Those back doors will one day be abused by others and the cycle will continue.   Proposing that protections against Capitalism Run amok cannot be up to the laws of the Judicial Lodge, as good and bad judges come and go. The laws must exist to ensure that a Democratic Society continues regardless of future situations with companies. That they must be not only constitutionally protected but enshrined within the constitution itself.   Meaning that when Companies like Yorta operate within the Republic's territory they must mandate things such as workers' rights, discontinue criminal business and follow the laws enshrined within the constitution or face crippling fines, Trust Busting and if serious enough, Execution. Another major Amendment was the Critical Amendment. In Lexer, it is not legal to burn the flags of the nation or publish books with an overt speech against the nation. To the Colonial Republic and its idea of a Democratic Society, the existence of these restrictions was an existential threat.   The Amendment allowed the use of Critical Theory and Opinion against the Nation, with certain caveats. People are not allowed to spread sedition against the Republic without probable cause and without informing the listeners of the position of the speaker or speakers. It also outlaws speech intended to bring harm, such as the calling for genocide against other races which is allowed within the Lexan Republic. It does legalize speech against the Nation and in fact, encourages it.   The intent is to ensure that future Colonial Governments do not forget that the vote is not the only way to be ousted from power, as all parties and all candidates for any position are 100% publicly funded with fund limits. Meaning that no matter how Rich and powerful you might be, wrongdoing will still see you ripped from your seat of power, forever.   The Constitution also expresses exactly how the Colonial Society works, recognizing that purchasing is also a form of vote. Should a company do wrong by the people or by their pledges. The Government must protect the right to vote by Purchase by ensuring alternatives always exist. Should a Monopoly exist and trust-busting not offer a reliable alternative for people to purchase. Then State Businesses are allowed to be opened, State businesses can also be opened to fulfil resource needs or other needs but the government cannot prevent private businesses from competing against State businesses. To prevent potential tyranny through State Capitalism.

Economy:

Despite being largely based in the desert, the coastal cities have the most luxurious economies while the desert cities have the most industrial economies that when combined with Lexer's economy almost surpass the North in terms of Industrial output. Its main exports are jewels and minerals, since the parent nation already sells large amounts of Lexan steel and other alloys, the colonies make use to sell exports that lexer normally cannot and gift a portion of those earnings back to the city, with the City donating gear, alloys and otherwise back.   Occasionally the colonies compete with Lexer over trading partners, often being likened to by other economists as Siblings squabbling over the toys every so often which isn't exactly inaccurate. Despite that the two nations tend to work together in the economic field, sanctioning the same nations for similar reasons while enriching and empowering others together as well.   The Economy also benefits from a large number of Zebra Refugees from the war, whom the colonists use to better survey and understand the land. The constantly growing population of the colonies means the formally ruined cities are always being improved upon and expanded. Many estimates that should the rate of growth continues for another 100 years that the colonies will reach a level comparable to the parent nation.  
  • Currency

The Colonial Republic like the Lexan Republic uses the Bit, but it also maintains a secondary Currency in the probability of economic collapse. While the Gold Standard exists, such things can be duplicated. What can't be Duplicated is Damascus Coins, The method to produce the odd-looking coins is a strict secret known only by the Colonies. These special coins and Bars have insanely high value meaning that in the event of a total economic Collapse, the Colonial Republic not only has the means to survive and thrive within it but also save neighbouring nations or trading partners from the worse effects.   This Currency is to be used as few times as possible to prevent the possibility of Devaluing the Damascus Coin otherwise known as the Damas Bit. The Bit is quite strong however within the Colonial Republic thanks to strong market protections and an open attitude to business. The sheer volume of Small businesses competing for Big Businesses' customers ensures peak innovation and competition.   The Bit is only really affected by external effects most of the time, thanks to the permanent war there is always a way to reverse the effects.  

Trade & Investment

  Westfall is very important for trade as they own the safest air corridors to Tapira and Alpacan which give out substantial Economic output and bits which goes up north. Without Westfall getting this trade established would be very difficult. The 3 big methods of trade is Rail ways, Coastal naval Trade and airships. Because of this The Republic makes a lot of money through commerce and puts this money into Domestic and regional investment that develops the economy and pushes development in Alpacan and Tapira forwards and supports more ambitious projects.   This massive amount of trade traffic means that Westfall makes a lot of effort to get Oil, Aura crystals, minerals and clean drinking water to trade. The large amounts of ranching land also mean that a lot of Agricultural product is made and sold abroad which generates even more GDP.  

Development and Market Practices

  Another thing that makes Westfall succeed so much is stable well regulated financial institutions that enable foreign companies like Stirling Industries, Shalzar Opium Inc from Tapira and more to set up easily and do business as well as store extra money in reliable banks that will reimburse them in the cases of loss. The average citizen has a bank account and a reliable expectation they will be cared for which supports private ventures and passion projects that boost productivity and creativity within the Colonial Market.   The stable Financial funnel into development means that new roads are made and old ones are maintained and this is true for most infrastructure. This allows for people to set up new towns, workplaces and whatnot giving a high degree of flexibility and mobility to the Economy.  

Open to Immigration

  Westfall is open to Immigration with a very easy immigration system that allows for high numbers of people to move in work jobs and live somewhere for a few years and then move back home. This gives a massive number of people being added to the population over the years allowing for large cities to be developed such as Westfal, Palina and Truehold with New Evergold also growing when Naqah is driven further away from the city.   The Huge population growth also gives Westfall a large working population who are often harder working than Locals and sometimes accept lower pay often doing lower-end jobs in order to get a start for their family and give their children a viable home for the future.  

The Westfall Budget

  When it comes to the Budget Westfall has 1.1 Bits of GDP with an additional 780 Million bits that are added into the early earnings of the country. This 780 Million comes from Corporate taxes, they get an additional 20 Million from taxes from everything else. They make about 430 Million extra Bits from trade and mainly the exporting of Aura crystals which is a highly lucrative market.   In order to construct the Budget, 10 Million bits is taken from the earnings in the GDP, and all of the taxes and trade earnings are used as the main fiaincial resource in order to do investments, subsidies and average funding.   Budget

  100% of the Budget is used, in order to have reserves, The Government stores 10-20% of yearly earnings into the Emmergency Fund which is used for Extra costs like Economic Aid, Diplomatic overtures or extra costs. When it comes to political events, balls and stuff like that, it comes out of the pockets of the host rather then the state. For instance most national leaders put about 5% of Earnings to help pay for huge competitions like jousting tournaments.   Finally if things get really rough, they can use the emergency budget or donations to Host sporting events which are functionally fundraisers that gather extra faincial resources for whatever it is that is needed. Often it is to do with Wars and mobilization and the Military need a high budget then the Country can manage.

Culture:

The colony's template of culture is much the same as Lexer, with Greek/European influences though it is much further along the path of multiculturalism than Lexer, having successfully integrated most of the other cultures and rediscovered its own Culture. Believing that being Lexan is more than just flags, colours, weapons or borders but an Idea. The idea is that being Lexean means being the best you, you can be and always pushing the limits beyond the furthest limits. Many thinkers in colonial think tanks believe that the idea of the nation is far more important than just the symbols and the cultural assets of a nation, believing that ideas are what make those surface elements of a nation truly matter.   This puts Colonial Lexean thinking a few cuts above their neighbours and even their parent nation, The colonies are always interested in spreading this perspective to other nations but other cultures are not always accepting of such a top-down view of their own culture and are not willing to question or change their views on their long-held traditions. Colonial Lexer struggles to understand this, perceiving the very notion as Undermining the value of one's nation to see it only as its traditions and cultural practices and not as an Idea proving those very traditions and cultural values and meaning that all generations can appreciate.   This however does not mean that Colonial Lexer is out of the woods of supremacy yet as many carry quite an elitist view that they are the only true model of civilization and that all must follow this model for their own good. A sort of one size fits all mentality. This has led to some of the biggest mistakes in the Colony's history such as the Uppa massacre when an attempt to 'civilize' Naqah locals ended in the Colonial military being forced to fight them and killing many citizens by mistake.   This is not the first incident of its like and not the last, since for as long as The colonies do not let go of their arrogance and come to see that one size does not fit all, stories of total failure like the Uppa massacre will continue to keep happening and so far many seem unable or unwilling to learn.  

Exporting Acceptance

  Westfall doesn't just export goods but also exports a lot of media and stories and culture to other countries, exporting their values to other countries. Countries they trade with eventually grows a domestic population Republicans with expectations of Representation and Equality. Of course whether or not these things happen is not guaranteed. The key reason westfall is so effective at this is because they have the highest literacy rate in the world with 89% Literacy and with that literacy comes a lot of expectations of books and stories and authors and creators in Westfall have a lot of tools to provide with very little market interference keeping their creative vision down.  

Sports & Competition

  Westfall loves a good joust, calavary is very important for Westfall in countering Naqah so lots of Rodeos, Races and jousts happen regularly with some of the highest preforming Horse Racing teams in the world. They have huge coliseums in Westfall and Palina where regular sports events are held. These events of course boost tourism within the country and are a excellent bonus to Tourism Earnings.   Westfall Jousts are unique because other mounts like Bird mounts can be allowed which create interesting rounds with unique results. Whereas ordinary jousting is on horse back ,you know what strength the horse has, what speed their galloping and the stability of the jouster but with unique mounts (Within reason) there could be a lot of tactical variations in plays and its always very exciting even if people sometimes die.

Military:

The Colonial military fields around 98 legions, a vastly smaller number than Lexer but still has a highly efficient military that so far is more than enough to contain Naqah's imperialist expansions. The budget of the Military is well balanced as is their scientific progression preferring a model of steady growth rather than Lexer's philosophy of always trying to cut ahead of everyone as fast as possible. Much like Lexer, the Colonial military is structured in a similar way but ultimately has a few different variations in its military.   Hoplites: A fairly large portion of the military is made up of Hoplites, carrying their own variations of gear that seems to have a slightly more roman edge to the architecture of their armour. They still prefer spears in combat and tough formations though there is far greater use of Calvary than Lexer with the trade-off being smaller formations of infantry.   Rancher Militia: Even beyond the deserts of Lexer, a large number of ranches found themselves dotted along the colonies and thus in so doing, a different Rancher Militia was set up to help protect the rural countryside of the colonies. The Ranchers are far more numerous than in Lexer with a far more entrenched culture with many more settlements to draw from. Normally their stronghold is based within Westfall which has always been a Rancher town even supposedly in the days of Alicornia. They are extremely proficient with firearms, Calvary and guerrilla warfare.   Guardians: There is an Independent Guardian order based on her under the control of Grandmaster Ciora Snow the rightful heir of Evergold though she has long since forsaken that claim. Her order is smaller than the traditional Guardian order and is mainly focused on their part of the world, specifically the colonies. Ciora is a friend of Dante Dewitt, famous Gunslinger of the Badlands and as a result, her order doesn't really work with the old Order, preferring to do things their way and teach their students their way to.   While the original Order has faltered and declined, Ciora's Order is focused on a model of steady growth, spending a long time in training each new Guardian to ensure top-tier quality in each and are prepared to handle the ravages of immortality. They have their academy based in Ironfort and New Evergold where they take in the best of the best to train them to be Guardians under an organised curriculum instead of it being free form like in the old order.   Many Traditional Guardians argue that the Colonial Order is an aberration and contradictory to the philosophy of neutrality that Guardians are supposed to have and that much like Septimus's order in Alpacan is too focused on National safety instead of the Global safety of all nations and people regardless of Flag or Ideology. That being said Ciora's Guardians are a mighty fighting force for the colonies and excellent protectors against Demonic threats and against the Naqah Invaders.   The Ashen Vanguard: This is a force of Naqah Horsemen that betrayed Naqah, who are interested in defeating the dark political order that runs their nation. Believing that it is time for all of Zebra Kind to put imperialism, Slavery and supremacy behind them and prove to the other races that Zebras are not the monsters that everyone believes they are. They are led by a Chieftain, choosing the colour of white because it resembles the symbol of the White Unicorn, a symbol of peace and prosperity within Zebra folklore.   Their forces are estimated to be around 2-4 million stretched over the entire bad lands wearing distinctive white war paint and flying Lexean colonial flags to show that they support the Nation the colonies might one day be, and wish to be a part of it. Something many Buffalo and Ox Tribesmen are slowly but surely coming to accept and desire as the years count on by.   Tapiran Warriors: Tapira often gifts its units to the colonies to help with the defence, Tapira very much is a fan of Spears and uses them often but also uses the Famous Tapiran javelin, a Javelin capable of blowing up upon hitting a target but also if the target was revealed by divination could make minor adjustments to better hit the target. Most interestingly the ranking structure of this army is much like Northern Equestria as well, giving credence to the theory that alpacan and Tapira were also once provinces of alicornia. They can also read and write Latin natively on top of their native Tapiran language.   Alpcanian Knights: Alpacan's many Knight orders often send expeditions to the colonies to aid in campaigns against Naqah in Holy Crusades in the name of the Sun. The Knights often have their own unique ranking structures, formations and strategies. More often than not Colonial generals allow the knights to do their own thing and manage their own mission giving them additional resources and intel to help them.  

Intelligance

  The Hawkeye Agency is a spy agency in a similar vision to A.N.S.O that provides services and protection from subversive elements. The President often has a bodyguard of Hawkeyes who are highly skilled spoies and assassins who excel at the art of killing. The Foreign Affairs Office is the body that gains intelligence for Westfall and the main tool the government uses to take out threats to their country and try to influence other nations.   Around 15% of the Westfall military budget goes to the Agency in order to do their job which involves covert operations, the invention and deployment of Covert technologies and spells and finally training new Assassins and Agents.  

Demographics:

Westfall is truly a successful brainchild of Lexer, while Equines remain in the Majority, majority bias has little presence within society and law. Leading to not just a diverse set of races but also a fairly harmonious mix of Races. This has led the Colonies to be more interventionist on matters of Democracy and Race equality because the many Minorities that make up the colonies do not wish to see their brothers and Sisters in other nations suffer.   The Age Demographics a very skewed towards the younger age groups due to medium life expectancy rates. This is thanks to the harsh Geography and near-constant war with Naqah that makes living until old age something of a challenge. Despite the shorter life spans, things like Happiness and Life fulfilment are not in short supply. Most in the colonies living Short, fulfilling and adventurous lives despite the permanent wartime state.   The Population of the Colonies is around 467 Mil - 578 Mil but they have very fast birth rates, faster than all of the Equestria combined, meaning they can maintain larger armies for longer periods of time than the other nations. This is due to the country's own policies, giving new mothers and fathers 5-year tax breaks, homeless couples with children higher-end free housing, Government sponsorships for easier employment and a 67% cost reduction for starting businesses. The high Death rate ensures this never spirals out of control.   The Race breakdown:   Equines (Includes all Ethnicities)- 41%   Buffalo / Oxari - 20%   Feline / Felios - 19%   Foxaria / Panaria- 15%   Griffins / Parrots / Hippogrpyhs - 3%   Diamond Dogs / Zorrilia - 2%  

Technology:

  The Colonies has a few universities that not only educate but also produce new technologies for the nation. The Sciences operate in various small cells working on different things with mostly generous Grants. Meaning that Technology is always booming. Currently, the Colonies Scientific Prodigy Doctor Francine Boux is working on the first Fission Reactor.   The colonies mean to revolutionize the energy Market by producing A more powerful and ethical power source as opposed to Yorta's Auralight. At the moment the Doctor has produced Fission Reactors working roughly at the level of Human Fission reactors in the 60s. The primary reason for not releasing it is to lessen Nuclear waste and prevent the probability of meltdown.   Francine Boux refuses to publish the reactor until it is 'perfect' having worked on it her whole life, her son Arcus Boux plans to take over once Francine retires. In the meantime, Arcus Boux is trying his hands at weapons manufacturing. Working to re-create Demonic weapons into non-demonic variants and advance ballistics technology beyond the stagnant deadlock it's been in since the Civil War 4400 years ago.   If successful, the Colonial Republic could be the first to create Semi-Automatic and Automatic weaponry to field on the battlefield and Revolutionize the battlefield forever more.   On the non-combat and energy side of things, The Colonies have the most innovative Farming technologies in the world, able to produce huge amounts of crops right in the middle of the desert. The use of Hydroponic Domes, Domes that use a series of spells and technology to create ideal conditions for crops to grow. Most recently the Republic has discovered ways to make underground Hydroponic farms and has spent decades building hundreds of them reducing the Environmental strain of farming but also making the Colonies more defendable and giving the people a guaranteed source of food.  

Diplomacy:

  The Republic unlike Lexer is not Shy to impose their power onto others, though only ever in defence of others or principles. The Colonies various times have stationed Navy forces at the walls of Caballria for failing to grant new rights to the citizenry. They have also stepped in multiple times to stop the war between Tapira and Alpacan, working to cultivate a culture of Mutual understanding and corporation between the two against Naqah.   This is because they are the result of one of the few times Lexer engaged in long-term Intervention in another country's affairs. The Colonies were founded due to the never-ending campaign against Naqah's imperialistic attempts at conquests against Tapira and Alpacan. Without the request for aid, Lexer employed its forces in defence of those nations.   This kind of kindness is constantly displayed over and over again by the Colonies as they help Lexer keep nations safe from Naqah, despite the occasional war crimes in their quest to 'civilize' the Naqah War hordes. The Nation is often criticised as acting like the World Police, trying to get themselves involved with everything. Unlike the other nations who attempted the very same. The Colonies have a much higher track record of success for various reasons.   The Colonial Republic follows through with what it says every single time. Unlike many, the Republic is willing to sacrifice power, and money and even the soldiers themselves are willing to sacrifice to keep up the Republic's mandates to freedom and equality. Unlike the few other Republics, the Colonial Republic has quelled most tyrannical tendencies within itself.   It is also willing, to aid its enemies if it helps the people at the end of the day. This has hurt the Republic many times but it stands by each decision as a threat of the loss of Integrity is an existential threat to the nation as a whole. No Promises on Integrity, not once not ever. This can also lead to them being a bit predictable and getting outfoxed by less honourable and more cunning nations, but history has a way of vindicating their integrity which is what they consider more important in the long run.

While sceptical of each other's approach, they are ultimate happy with each other and see each other as allies.

Trade Allies

The Colonies is attempting the approach of Appeasement with the Griffin Kingdoms, judging that any attempt of regime change here will spiral into another world war. So the Colonies reward the Nation with greater trade prosperity when it does things good for the rights of the people. The Colonial Military has also intervened multiple times on the behalf of the Monarchy to stop violent revolutionaries and radicals from taking over. Still their resources are spread thin and there is no shortage of Counter Terrorist action within the Nation.

Former Allies

Growing Pferdian Hyper Nationalism and the Shadow of Supremacy has caused these former Allies and friends to split apart, and contemplate war against each other. All Trade and business ties have been severed between the two.

Cold War

No Declaration of war was ever given, but no one can deny that it isn't highly suspicious that the forces of both nations continuously act with hostility toward each other. The two are working against each other's agenda's for the Kaiserreich's former lands. The Colonies believe that Western Equestria is causing the rise of Supremacy through their own suppression of the region and Western Equestria believes that the Colonial Military is agitating radicals through their military action against them.

Would be Enemies.

If it wasn't for Lexer still be technically part of Equestria, these two would of gone to war with each other by now.

Ideological Enemies

The Colonies wishes for Whitecliffe to become a free and independent Republic from Crysnel. But Crysnel does not appreciate this and has done much to harm the Republics operations within their borders. Colony officials are contemplating the possibility of Regime change as a result.

Permanent Enemies

The Colonies is fully committed to the idea of Regime Change within Zintamia, seeing the Suukaaku Clan, the Laoku Clan and Yorta Incorporated as Tyrants who need be destroyed.
