The Heights

Section of the city built on a set of hills west of the Old City. This is the best part of town, or was before the wars. It is walled in, and was well patrolled and peaceful in the olden days. Many fine houses and estates were built here before the walls put up - they color the area still. It is marked by wide tree-lined avenues, large stone houses set back from the streets (often walled in), the high visibility of the guard and so on.    The peacefulness fo the place was always somewhat deceptive. Many of the estates were owned by powerful crime bosses, former adventurers with lots of money, mercenary captains and the like. The distinctions between these types is not a clear one. There are also many foreign powers and potentates here - as well as natives who have taken on foreign airs (titles, in particular.) Lords and ladies and the like.   It made the Heights something of a tricky place to navigate, If you don't have the right contacts, there are places you most certainly do not want to be at night. Indeed, you need to know people here to move about freely. The guard (and private guards) pay attention to people here.   All this changed after the wars, though. The foreign wars spread to this part of town and some of the factions up here engaged in open warfare in the name of George or Francis or Michael. It left much of it ruined and empty - lots of glorious mansions and villas empty, half ruined and so on. It is still very rich and insular after the Troubles, but there is a lot more wrong in this area.

Demographics

Race/Demographics: mostly human, but the real denominator is money, so there are a few non-humans. Not many, though, as most non-humans with money return to their own lands. Among the umans, there have always been a lot of foreigners here - this is where foreign countries set up their embassies; this is where foreign nobility comes to live. This is where the Earl of Sanford's daughters live; where the representatives of Arnold of Ritmark lived; where Perceval and the other Regelsburg lords lived.    After the wars, the pattern was reestablished though with even more of a sense of all of these villas and estates being mini-fiefdoms, guarded against outsiders. There was also a significant influx from the Red Empire, thanks first, to the Pretender, then to the wars in the east. This is true throughout the city, but there is a lot of exiled nobility up here.

Defences

Walled, and most of the walls here are maintained to some extent.

History

his is a ring of hills on the southern side of the old city above the lake—several landowners built keeps there in the early days of the expansion, and as time passed this became the most respectable part of town.
