Southern River Kingdom of Bourilia (Bour- ill- ia)
Bourilia gained its independence long after it had truly craved it. Now, ruled by Paele Haerehel, it serves in the background of the war between the East and Western elves. People, resources, and weapons are often smuggled through Bourilia, though Paele does not officially support either side in the war.
Bourilia does not follow the same selective involvement process as Nim, so any subjects under Bourilia are permanent citizens. This is subject to scrutiny for some groups within Bourilia, but it keeps its capital more secure, especially as the West has begun poking their noses into Bourilian activity. Many question if Nim, her cities, and those only aligned via military support pacts will hold their words of support if real war erupts.
