Changing of the Fleet

A tradition of the Federation Navy

It always amazes me how long a ritual can remain relevant, so long as even just a few continue it, and how it can grow to encompass an entire organisation. The Changing of the Fleet was once done only by the most rebellious of Admirals and Captains, and yet now it has spread across the Federation Navy and is used constantly and consistently.

The Changing of the Fleet is a ritual and ceremony conducted by the Federation Interstellar Navy, unlike the Full Naval Salvo it sees full support from the Federation Federal Government and the Ministry of the Armed Forces. As the name would suggest, the tradition involves the changing of a Federation Fleet, whether it be a System Fleet, Sector Fleet, Defence Fleets, or Exploratory Fleets. The ritual comes in two forms, a "full" Changing of the Fleet, and a "partial" Changing of the Fleet.
A full changing of the fleet occurs when a fleet is moved into the position of another, and the original fleet is moved out of the area. A partial change is when only a small number of ships are moved in and out of a fleet. The ceremony itself involves a wide range of officials, including Admirals, Captains, and all other chiefs and high ranking officials aboard the vessel. Each outgoing official presents their counterpart with an artifact that symbolizes their chosen position.
