Made by Mercure Elixers, these potions are popular with knights, soldiers, and mercenaries. The ability to move and react twice as fast as the world around them is far too good of an effect to not exploit and take advantage of. But, this is a potion made by Mercure Elixers. there are always downsides and negative effects from take one of their potions.
When these potions are consumed, it causes the user to experience time differently from those around them. These potions always last 8 hours from the universal frame of reference, so for drinking one potion, the user will experience 16 hours of the world moving more slowly around them.
This is all well and good, but it only effects the person who took the potion. Any object outside the person, even food and water, experience time at the normal rate. When consumed, it will take several hours for the food to absorb the magical effect of the person and then start passing through a person's system properly.
The clothes and armor a person is wearing will experience time as normal. When a person is moving at twice the speed, it will generate a lot of friction and cause a lot of wear and tear on the items they are wearing.
Also, swinging a sword as twice the speed is impressive, but there isn't any additional power behind it. A skill swordsmen will still be able to defeat someone much less experienced than they are.

I'll still defeat you anyways!"Of course there are people who take more than one potion to experience an even slower world. Drinking two potions will decrease the world's speed around you by 4 times. The potion's effects still last for 8 hours from the reference of the universe. You will spend 32 hours in a vastly slower world. It takes even longer for things like food and water to absorb the magical effects of the potion. Indigestion is almost a certainty at this point. Soaking the food in heavy or tritiated water and drinking heavy water will cause the magic to absorb more quickly.
At this point a person's movements can easily and accidentally break objects around them. Their clothing can easily tear, causing them to trip or injure themselves. They can swing a sword at such speed that the sword will almost certainly shatter if the blade hits something hard enough.
If someone drinks three potions, the effect doubles again. Now the world is moving 16 times slower and the person is stuck in this sped up state for 64 hours. This causes similar effects to two potions, but food is basically indigestible at this point unless it is covered in tritiated water, which is radioactive. Unless you have a way to get rid of the radiation poisoning, you will die rather quickly. You can still get hydrated with heavy water, if you have any on you or know how to create it with magic.
Another issue with speeding up time is that Mana doesn't recharge on you faster, it still takes time for ambient mana around the world to seep into your body. If you are moving faster than normal and the mana still enters your body at the same rate, it will appear to be taking much longer. Because of this, the mana you have is all you have unless you have some mana crystals with you.
So what is the conclusion to this? There is a scholar who once drank ten potions in a row as an experiment. Time moved over two thousand times slower around him. This person experienced 682 days of sped up time but from the universe's frame of reference only 8 hours had passed.
When time finally returned to normal for them, they were extremely dehydrated, their skin was irradiated. They were mostly bald and most of their teeth had fallen out. Any attempt this person made to wear clothing caused the clothing to spontaneously combust so they were naked.
They almost went insane from watching the world around them move so slowly. He started doing things to pass the time. Every single poisonous snake within a 20 kilometer radius was killed and beheaded and there was a pile of them outside the house where this person had started the experiment.
He also stole every last gold coin in the town and made a pile out of them in the center of town. He also swapped people's clothes to pass the time. He took every single weapon and built a pileout of them, then set the pile on fire. The town was in a panic for several hours until the scholar's experiment had ended.
