Military Intelligence started out as a legitimate Intelligence agency, but had been filled with officers who appear to act on orders from higher officers to advance their personal agendas, by means that are sometimes outright treasonous. Whenever one of these officers get caught their superiors claim they had no knowledge of their actions. It has not been possible to pinpoint which of the superiors are behind it all.
