First Citizens Council


The first semblance of leadership on the Crawler came from engineers and scientists that were either rejected by the local Vaults, or arrived after the doors had sealed. To give the fledgling settlement structure, pre-war laws were adopted and amended. Without the time necessary to run political campaigns and educate the general populace on specific public figures, a new system was needed to elect government officials.


A triennial examination is available for any citizen of the Vault Crawler who wishes to improve their station. This evaluation is done by robobrain servitors that were part of the original engineering team via public terminals. Unfortunately for some, it is also possible to lose status and receive a demotion instead. Positions of authority are almost unanimously held by former Vault dwellers or their descendants, leading many to claim the entire thing to be rigged. Though no one receives special treatment by the autonomous judges, it is true that those raised with a Vault Tec education have a much better understanding of the material.


Even the highest earners have trouble putting meat on their table every night, as most nutrients are derived from a mix of insect larva and a green ‘superfood’ grown in vats from an assortment of mold and fungi spores. There is little actual trade for anything not used to sustain life, not to mention a general lack of free time to pursue anything else besides survival. A few caveats include a robust collection of holotapes used to broadcast entertainment to public spaces in the event catastrophic weather restricts dwellers indoors. Crawler Radio also serves as a digital lighthouse to travelers lost in the sandstorms, the old American recordings providing a trackable signal across the ever shifting terrain and poor visibility.



Mission Statement


Keeping the Vault Crawler operational is priority one. Most First Citizens are actually engineers, scientists, and other various professionals that have little to do with actual politics. They typically work eighty hours or more a week, which partially explains their elitist attitude to the common waster.


The discovery of a GECK has been the Crawler's white whale for two centuries. With existing holotape records and schematics, the First Citizens believe they can fix the regional catastrophe and bring hope to the wasteland as a whole. Designs indicate the ability to seed entire cities should they restore capabilities to a hundred percent, which would transform the sands in just a few decades into a eutopia.


Preserving healthy human lines with DNA pure from mutation has always been important to the descendants of the Vault Tec experiements and pre-war values. This borders on xenophobia and frankly crosses the line from time to time, however it does provide all citizens with mandatory medical care that improves the quality of life.

Occupying the Crawler hangars, the Thunderbirds offer a swift aerial response to any serious threats in exchange for supplies.


Unofficial Truce


Although racial tensions keep a real respect from forming between these two factions, their similar ideas on law and self-reliance have led them to develop a relationship based on mutual gains. When disagreements do arise, it is not uncommon for a court procession to take place on neutral ground with both factions coming away with a satisfactory compromise.

While the Enclave was able to easily determine who raided Vault 162, the Crawler is unaware of the grievance they caused the sleeping titan.

Plenty of bad blood exists here but out of mutual business interests deals are sometimes made and neither settlement expressly forbids allowing the other inside limited areas for trade.

They have never competeed for the same resources, but some small skirmishes and engagements have taught the two factions to keep their distance from one another.

After salvaging both Vault 200 and 191, there has been open hostilities any time these two factions come in contact.
