Structure

Pre-Storm

The Ministry of Environment and Climate Change oversaw multiple agencies, each focused on a different environment or climate related focus. Such agencies included Parks Canada and the Water Survey of Canada.  

Post-Storm

The Minister's Council, elected by the First Minister, each run a department at the MECC Compound.  
Agrarian Department
Headed by Second Minister Katherine Lebeau. These mecks were the farmers, main workforce, and belvoved providers for the compound. On top of preparing, maintaining and harvesting all the farmable goods, they also handle water and food inventories and rationing.  
Livestock Department
Headed by Third Minister Nosh Kozák. This deparment handles the raising and care of livestock. Most mecks don't eat meat, and instead use livestock as labour animals. Working animals, including beasts of burden and support dogs, are overseen here as well.  
Recovery Department
Headed by Third Minister Erin Rogers. These mecks are sent out into the ruins of Ottawa to get supplies and find survivors who could fit in at the MECC compound. They are also the unoffical security/armed forces branch of the MECC. St-Martin's Private Security is offically overseen by this Department, though they answer solely to St-Martin himself.  
People's Department
Headed by Minister Victor St-Martin. The final department handles the assigning of mecks to departments, day-to-day operations, central government, education and other humanities duties.

Culture

Post-Storm

The MECC believes that Hurricane Richard and the Glass are the planet fighting back against human-caused climate destruction. As such, they only practice eco-friendly living. All the technology and equipment they use is hand-powered or animal-powered, and a majority of mecks are vegetarian or vegan.   So called "Working Animals" are afforded rights roughly equivalent to the human Mecks. Beasts of burden like horses and mules, support dogs, trained pigeons and raptors used for pest control are all given identification papers like humans, are "paid" for their work (often in larger or higher quality food rations), are given better homing and other privileges. Crimes against these animals in particular are treated especially harshly.

The MECC is responsible for coordinating Canadian environmental policies and programs, as well as preserving the natural environment and exploring renewable resources.

Weaponry
The Mecks in the MECC Compound don't openly carry weapons aside from maybe a simple pocket knife or the tools of their particular trade.   The Mecks who work in the Recovery Department have access to bow and arrows, spears, swords and other "green" weapons. A small selection of firearms are available for emergencies, while the Department leaders and their security also carry sidearms like St-Martin's Smith & Wesson 5906.

History

Pre-Storm

Founded as Enviroment Canada, and later reorgazined as the Ministry of Enviroment and Climate Change, the department's primary mandate was to find ways to slow the irreversible climate change, or at the least protect Canada from long-term disaster.  

Post-Storm

The MECC Compound
The Ministry, like all other government agencies and departments, collapsed by March 1SY. However, a group of scientists, politicians, and some civilians managed to become organized under the acting minister, Victor St-Martin. They established a compound at the Central Experimental Farm, and started a colony determined to survive in an eco-friendly manner. The survivors at the colony, called mecks after the phonetic way of saying "MECC", only used carbon-positive technology, often just hand- or animal-powered, and were mostly vegetarian or vegan.
