Katherine Lebeau (nee Olson) was born on 27 September, 1971 in Springdale, Newfoundland and Labrador. Her family moved to Quebec City, Quebec in 1976, then Ottawa, Ontario in 1981, where she would live until the present. She graduated with a BA in Business from Carleton University in 1995. Kathy married her husband, Marcel Lebeau, in 1997. They don't have any children. Her first job in politics was as a junior assistant in the Freedom Party of Ontario, before joining the Green Party of Canada in 2000. By the start of Hurricane Richard, she had risen to be an elected MP during the Party's first and only Parliament, representing Ottawa-Vanier, was the Deputy Minister of the Ministry of Environment and Climate Change under Victor St-Martin and the Chair of the Standing Committee on Agriculture and Agri-Food.Post-Storm

Kathy was among the first 100 survivors to join Minister St-Martin's fledgling MECC. She continued to serve as Victor's right-hand, now bearing the title of Second Minister. She was given the Agrarian Department due to her experience on the AGRI Committee. Marcel, an accountant, works in the People's Department.
