Pre-Storm
Victor St-Martin was born 20 August, 1969 in Trois-Rivières, Quebec. Both of his parents were politicians, with his mother Julianne serving on the town council, and his father Albert being a member of the short lived Ralliement créditiste du Québec before later joining the Union nationale. He never held an elected position. Victor graduated in 1994 from Université Laval with a Masters in Philosophy, with a dual minor in Political Studies and Ecology Studies. He joined the Green Party of Quebec in 2002 after working as a Junior Professor at his alma mater. He joined the Green Party of Canada in 2009, and became a very vocal and well known member of the party. When the GPC won a majority Parliament in a snap election 2 years before Hurricane Richard, he was given the position of Minister of the Environment and Climate Change. Unbeknownst to all but his inner circle of political allies, like his Deputy Minister Katherine Lebeau, he was both fanatical in his belief that humans who don't try to save the Earth deserve the consequences, as well as greedy and unafraid to use his position to reap undue rewards. He would often take money from the Party for personal use, and due to the disorganization of winning a surprise majority, he often got away with his corruption.Post-Storm
MECC Independance
While overseeing refugees at the Rideau Centre Rescue Facility, Victor saw his chance to seize some limited power for himself. He declared his Ministry independent in March 1SY, though the gesture was fairly moot as the government was barely stable. He gave himself the title of First Minister, and wrote the 3 page MECC Charter of Responsibility that would serve as the founding document, and main propaganda and recruitment tool, for his colony. His former Deputy Minister Lebeau continued to serve as his right hand under the title Second Minister.The Compound
On the advice of Erin Rogers and using the knowledge of Nosh Kozák, the colony departed for the Central Experimental Farm, where they could expand and practice their green eco-survival ideology. Elevating Koz and Rogers to the titles of Third Minister, Victor formed his Minister's Council and secured power for himself. He also slightly modified the MECC Charter to include the borders of MECC Territory. Victor selected 10 Mecks with former military or policing experience as his Private Security squad. While technically organized under the Recovery Department, they answer to Victor alone, and act more as his private police rather than security.Reign
