Republic of Tersten

The Republic of Tersten, the Great Republic, is a multi-national, intergovernmental federal democratic republic that holds influence across the planet of Tersten. While its capital is Tersten City, the Republic is mostly decentralised in all but its most influential cities. Instead, much of the Republic's job is preserving peace and treaties between the many individual States of Tersten, and have divided the planet into eleven Federal Provinces. The Provinces vary widely in their loyalty to the Republic. Many states are proud members of the unified project, and others pay only a token lip service to the Republic. Founded in 46 PC, the Republic has lasted 29 years, and faced many challenges in that timeframe. From defeating the remnant Unitarians left over from the Great Revolution, to the modern Serajji Conflict. While it is not without failures, its people are happy to have a healthy and functioning democracy.   The Republic of Tersten is made up of numerous states that attempt to best represent the planet's multi-ethnic and multi-cultural societies. It became a member of the Second Lordanian Republic in 52 PC, making it a de-facto member of the greater United Nations of Sol, something that many Tersteners disapprove of.    

Political Structure

The Republic of Tersten is a federal presidential republic. The President of the Republic of Tersten is considered the head of government and head of state, with its Congress and Justice system making up the national government. The Republic is structured as a multi-party representative democracy, wherein it is illegal by law for the Republic to have less than three parties.   The Constitution of Tersten defines its political system and enshrines the rights of all sapient beings. It similarly acknowledges the existence of seventeen federal subjects, of varying degrees of local autonomy. The President, according to the Constitution, serves a five year term, with the possibility of multiple terms, with no more than four.

Legislative Body

The bicameral Federal Assembly is made up of the various states of Tersten. It is responsible for federal law, treaties, has control over the Tersten treasury, and the power of impeachment of the President.

Judicial Body

The Supreme Court of Tersten and lower federal courts, interpret laws and can overturn laws deemed unconstitutional. Judges are appointed by regional states on the recommendation of the President.
 

President of the Republic of Tersten

  The President of the Republic of Tersten is head of state and government. The President serves as the leader of the executive branch and as Commander-in-Chief of the Tersten Army. Prior to the founding of the Republic in 46, executive power was held by the puppet government of the People's Republic of Lordania, appointed by the Unitarian Party.   Between 46 and 54, the presidency was held by Ronald Mayweather, the leader of the Tersten Government-in-Exile, and now President of a United Tersten. Following his death in 54, amendments to the Tersten Constitution were made, with the president directly elected by voters to a five-year term, which may be renewed three times. Since 55, four individuals have served as president: Sonia Bhattacharya, D. A. Kuznetsov, Perry Winters, and in 70, Robert Mackenzie was sworn in as the fifth and current president of Tersten.

Military

The President of Tersten is considered to be Commander-in-Chief of the Tersten Army. Membership into the Second Lordanian Republic, and the Greater Sol Community means that Tersten is required to maintain its own army, which may be conscripted by either at any moment.   Military service is voluntary, though Tersten maintains a mandatory national service at age sixteen, and an optional one at twenty-one. Tersten has not seen a military conflict since the end of the Gaia Conflict, and instead focuses on teaching valuable life and survival skills. Youth Service is effectively a national boy scout movement, teaching children how to survive Tersten's harsh landscapes. It is the reason that nearly every single Terstener knows how to use, operate, and most importantly respect, a firearm. It also serves a political focus, in teaching younger Tersteners the importance of liberty, and the sacrifices made in defence of that, during the Lordanian Revolution.   Service at twenty-one is focused more on military training, and is entirely optional for all citizens. While many who complete this service join the Army many others have recently used this training and experience to pursue a further career in the Sol Defence Forces.

Foreign Relations

The Republic of Tersten is a permanent, and founding member of the Second Lordanian Republic. It maintains diplomatic relations with every member of the SLR, as well as embassies and consuls throughout human space, the most prominent of which is the Tersten Embassy on Mars. Like nearby planet Cinu, Tersten maintains unofficial relations with the Confederate Systems of Lordania in the form of a token embassy.   Tersten signed the Free Trade Agreement in 2230, making it a full member of the Free Trade Union. Similarly, it became a signatory of the Interstellar Nuclear Weapons Treaty, which advocates for the complete disarmament of all cobalt and other salted bombs.   Many cultures on the planet have ties with their native world, and Tersten has many embassies and ambassadors to the various planets within the Greater Sol Community. It is seen as a welcome member of the community, and a prominent up-and-coming member state. Many in Sol see Tersten as a place of untapped potential, and recent schemes have been made in attempt to bring Tersten closer into the Sol sphere.

History

The first recognised government on the planet was the Pinascimate Penal Authority, established in 0PC. However, the Moore Republic pre-dates the founding of the PPA by 11 years, though was never recognised by the greater First Lordanian Republic. Many other minor planetary nations soon followed, such as the República de Nevada and the Respublika Rovenya. Traditionally known as Pinascimate, the planet's penal government was ruled directly by a Superintendent appointed by Lordania. Following the collapse of the Penal Authority, the independent Pinascimate Republic was declared, though this period of nationstates on Tersten lasted only a decade, with the founding of the Tersten State. Under the People's Republic of Lordania, Tersten was governed with an iron fist, leading to the creation of the Tersten Resistance and then finally the Tersten Government-in-Exile comprised of many leaders of the former states. Following the Great Revolution and the collapse of the People's Republic, the Interregnum Period saw Tersten fracture, if only for a moment, into nearly 200 independent nations. Thanks to the diplomatic ability of Ronald Mayweather, the people of Tersten formally united once again to found the modern day Republic of Tersten in 46PC.

Political Affairs

Under the Presidency of Robert Mackenzie, the Tersten Democratic Party party have been struggling with reversing the Tersten Flight, much like his predecessor Perry Winters. Previous government policies of industrial jobs and a strong economic base have failed to attract Tersteners, with many jobs being offered to non-Tersteners. Instead of focusing on industries, much of Mackenzian Policies have been on establishing strong tourist and cultural links across the planet, with an emphasis on Tersten arts and media.   The uncompetitive economies of dustbowl cities have become a large political issue that has tested the TDP's governance, but Mackenzie remains popular.
