Wroat

In the war to end the Rifaagud Dynasty, various groups of races led battles across Noyatu. While the Lochra Clan fought toward Kodu'imp in the north, the Wynarn Clan waged battles in the south. All across the region of Ozanmaed, Wynarn warriors were instrumental in dismantling Rifaagud strongholds. Following the war, the Free Peoples of Noyatu sought to erase any trace of Rifaagud culture and the Wynarn Clan changed Ozamaed to Berlocus, the old common word for "free land". Here in Berlocus, at the end of the Howling River, the Wynarn Clan settled permanently and founded Wroat, and put Virfort Wynarn on the throne.   As Wynarn influence grew and the common tongue evolved, the city of Wroat followed and became a center of culture in Breland, the new name of Berlocus. Expansion past Breland Forest was inevitable and in 10032 AZI, Couronde ir'Wynarn established the Wynarn Empire as well as the "ir" prefix indicating imperial blood. The Wynarn Empire quickly became the dominant force on the continent conquering the rest of Breland, Aundair, the Talenta Plains, Droa Mir, Saltmarsh, and the Eldeen Reaches.   But all powers crumble with time. Wroat saw the birth of Wynarn rule and it saw its bloody end. The people of the empire began the revolution with the execution of the imperial family, including Emperor Guerrfin ir'Wynarn, Lady Sedia ir'Wynarn, and their three sons, Prince Virfort VI, Prince Ladír II, and Prince Gliceon. However, 15-year-old Princess Aurala ir'Wynarn was beloved by the populace and was given a pardon to live in the Aundair region, where her mother was from. As the War of the Five Nations began, Grand Admiral Boranel Volger claimed the Wroat Throne, established the kingdom of Breland, and led his people through the bloody war. Today he leads Breland in conjunction with a representative parliament and stands as a celebrated war hero.  
 

King Boranel Volger and the Brelish Parliament

The Kingdom of Breland is led jointly by King Boranel Volger and the Brelish Parliament. King Boranel has absolute power over the kingdom but allows parliament to handle day-to-day issues which he then approves. The Brelish population greatly approves of the King but his children are loose cannons who have lost respect since the revolution. A movement has started that advocates for abandoning the crown after King Boranel passes and allowing Parliament to rule. The Brelish Parliament is made up of influential leaders from major cities and towns, high-ranking military officers from vital forts, and the Dukes and Dutchesses of The Sorrowlands, Goblin Belt, Breland Forest, Tartian Mesas, The T'ringlan Woodland, Haruuc Flatlands, and Medigra. Sharn's representative is voted on by its councilors. Currently, it is Evix Marasha of Skyway. Argonth is a special case with two representatives, Sir Destrian Webb for the civilian population and Brigadier Talena Reyfir for the military population. Wroat is not represented by King Boranel but rather by Major General Jock Visser. The Brelish Parliament has a peculiar roster currently as every Dragonmarked House holds at least one seat. This has led some in Breland to question the amount of power the houses have in Noyatu.

Keeping the Streets Clean

Walking along the streets of Wroat is the most popular activity among its residents. With little crime and the absence of beggars, the Wroat Guard stands vigilant among the rowdy. They are responsible for enforcing the laws of the city and are the first line of defense if a siege occurs. However, the guard is riddled with corruption, and those who cause disruptions to the peace are presented with a thug-like organization that uses scare tactics and intimidation.   While Vathirond is the center for training the King's Swords and Shields, the capital is home to the training facilities for the King's Dark Lanterns and Wands. After their training, they return to Andith Tower in Sharn for their assignments. Most Dark Lanterns make their way back to Wroat at some point during their careers and work closely with King Boranel and Major General Visser. The group is ever vigilant but completely unseen and is rumored to be the true reason no criminal organization has come near Wroat since before the War of the Five Nations. The highest-ranked King's Shields are stationed in Brokenblade Castle and Prosperity Theatre to protect King Boranel, his family, and the members of parliament. The King's Citadel are representatives of King Boranel Volger and any citizen, guard, or soldier who refuses to cooperate with them is considered an act of reason. For this reason, most people are cautious around Citadel members.   Along with the Wroat Guard and the King's Citadel, the Redcloak Battalion has a unit stationed within Wroat. The Battalion is made of the deadliest warriors in Breland and is comparable to Aundair's The Knights Arcane. With ten members, each unit is made up of five soldiers each stationed in Sharn or Wroat. The Redcloaks are extremely aggressive towards travelers from other nations, including those not involved with the Wynarn Revolution.  

Gold, Cobalt, and Cannith

Gold Dragon Inns are a chain of hotels operated by House Ghallanda and can be found all across Noyatu. They are along every major road and spaced out at about a day's travel apart. In more remote areas they may be the center of villages and small towns. Gold Dragon Inns also act as House Ghallanda enclaves and offer special discounts to members of the Great House. The Gold Dragon Inn of Wroat is the most popular inn in the city; most members of parliament stay here when they visit for gatherings.   The Cobalt Soul is an organization publically dedicated to the search for and preservation of knowledge, making it as accessible to the public as possible, guided by Ioun, the Knowing Mistress. While their archives are available to everyone, High Curators of the Cobalt Soul privately determine what knowledge is too dangerous to be included in public archives - such as information of magic predating the Divine Exile or secrets that may be used to aid unjust leaders, cults, and other antisocial factions. While Cobalt Soul members are not the most zealous Ioun worshippers, they still find some way to honor her daily. Wroat's archive, the Cobalt Vault, is the largest on Noyatu and the third largest in the world. The Cobalt Soul worked closely with House Kundarak to ensure all Cobalt Soul libraries are impenetrable, regardless of location.   The Cannith Academy of Wroat is one of many House Cannith schools for artisans. People in Wroat and the surrounding areas come to the Cannith Academy to learn to build quality structures, create mundane and arcane devices, or design any number of textiles, metal works, or adventuring gear. House Cannith has established a Canntih Academy in many major cities including Hupperdook, Varna, Regalport, and the locations of the house's three headquarters, Fairhaven, Sharn, and Feolinn.  
 

Wroat Religion

As major city in Breland, Wroat holds a population where all of the Prime Deities are represented. However, the crown actively promotes some more than others. Kruphix, Bahamut, Erathis, Ioun, Moradin, Heliod, and the Raven Queen all have temples in the city and receive direct monetary support from King Boranel. Bahamut and Erathis have a large presence in the city. The Altar of Platinum, Bahamut's temple, and the Just Homestead, Erathis's temple, function as the main Wroat Guard precinct and the Courthouse of Wroat respectively so naturally there is plenty of interaction between the two parties. The Lit Mind, the temple to Ioun, has close ties with the Cobalt Vault as well as the Origin Sanctum, the temple to Kruphix. The hot-headed followers of Heliod congregate at the Phoenix Citadel and cause social tension with followers of The Raven Queen and Kruphix. Many students at the Cannith Academy of Wroat also attend sermons at the Father Anvil, the temple to Moradin.

Capital Commerce

Since Wroat was built in the middle of Breland Forest, many of the crops grown outside the city reflect the geography. Among the most common are apples, pears, carrots, onions, celery, cabbage, and mushrooms. Sheep and cattle are the readily available livestock but some farms also host pigs and some poultry. Wroat's main source of economic growth is its leisure activities like spas and bathhouses, museums and art galleries, and upscale dining options. Wroat is also the home to one of the largest music coalitions on the continent.
