The Steel River

A master of the Raging River style of martial arts, which requires supreme flexibility and is difficult to master for many martial artists, the Steel River wields a nine-section staff or flail which is suspected to be an artifact of Rawhn. The flail's many sections make it flexible enough to be worn as a bandolier. Blows from the flail are able to teleport opponents involuntarily, with one report that a guard was teleported thirty feet away toward his accomplice, Lady Wasp. His long hair is steel-grey, as if it is brushed metal, and moves independently of the air as if it is alive, or underwater. It is sometimes worn loose, or at other times in a long plait with nine sections. He appears to be in his early forties, and moves incredibly swiftly.
Steel River wears high-quality and expensive white robes, which the bard Cebril Hawkson discovered were commissioned from clothier Mu Khan, with a unique pattern of raging river waves around the cuffs and hem which was reserved for him alone. Information Mortimer Thornehaven found in Mu Khan's customer records revealed an address located near the Su Chi martial arts academy.
He was sometimes found training in the Su Chi Academy, a large school in the north-eastern quarter of Bajapur. Master Raman of the Academy considered him to be skilled, but impatient and arrogant, hungry for more power. Steel abandoned his studies at the school after he decided their techniques did not allow him to gain power as swiftly as he preferred.
While at the Academy, he made friends with a young student named Pang Zhu. The impressionable youth was devoted to Steel River, and attempted to trigger a trap left for House of Cats investigators when they followed Steel River's trail to the Academy. Instead, the investigators managed to pacify the enraged Su-monster and capture Pang Zhu.
After leaving the Su Chi Academy, Steel River was rumoured to have gone to the Korgawa Temple. Three in ten of their students survive, but learn in months techniques and powers that would take years elsewhere.
When court wizard Tau Chul used a fragment of River's distinctive robe to scry his location, he was seen to be teaching a class katas in the smoothly flowing Raging River style. Steel was able to detect the scrying, perceive its source, and then use an advanced ki manipulation technique to disrupt the scrying pool as if thunderclouds were boiling within it. He almost succeeded in destroying the scrap of fabric, but Chul was able to save it just in time.
The scrying revealed Steel River to be located in an area with a completely different season, late autumn instead of high summer as it was in Bajapur. There was a single freestanding torii gate, but not enough information otherwise to discern his location.
The Raging River style he practices is powerful, distinctive, and rare. A single blow was enough to crush the chest and sternum of one of the House of Cats guards when Steel River stole the Scrolls of Juzo Suko, together with Lady Wasp. The monk Kayle Mar'Ven of the Guardians of Eonnoe was able to identify the style from the sweeping patterns left on the floor and the wounds left on the victims.
Steel River was discovered to have left the Su Chi Academy to study at the Korgawa Academy, as he was too impatient at the supposedly-slow pace of learning at the Su Chi Academy.
He had a home located in Bajapur in the Street of Soft Rains, at number 16.
