Harbin Wester

Harbin Wester was the elected townmaster of Phandalin from 1490 to 1492. After being arrested for rigging the 1490 election, Harbin is now in a Neverwinter prison and waiting for a trial.
On Day 3 of the campaign, Conor McGregor and Herb Stoner arrived in Phandalin with Sildar Hallwinter, and Harbin's fates turned. The newcomers defeated a group of Redbrand Ruffians in a fight in The Sleeping Giant, and they then sent the rest of the Redbrands running after clearing out The Redbrand Hideout under Tresendar Manor.
On Day 4 at the Phandalin Townmaster's Hall, Sildar confronted Harbin about his relationship with the Redbrands; Harbin mistakenly turned over evidence that proved he rigged the election: a letter from Alex Redbrand to Harbin confirming their agreement to work together. Sildar then arrested Harbin on behalf of the Lords' Alliance and took him to Neverwinter to stand trial.

Personal history

Before the election for Phandalin townmaster in 1490, Harbin formed an agreement with Alex Redbrand. If Harbin found a way to win the election, Alex agreed to hire mercenaries - a group that would later be known as The Redbrand Ruffians - to serve as the town's defense forces (primarily to protect the town from The Many Arrows Tribe of orcs).
Harbin won the election over Toblen Stonehill by tricking the vote counter to count his votes twice. The agreement benefited Harbin because he gained protection, and it benefited Alex because he and the Redbrands would get to do whatever he wanted in town without any consequences.

It was revealed that he rigged the Phandalin townmaster election in favor of himself. Toblen Stonehill received more votes, but Harbin tricked the vote counter into counting his votes twice.

Contacts & Relations

Harbin and Alex Redbrand of the Redbrand Ruffians were partners in leading Phandalin for two years. Their working relationship was relatively good - Alex was the primary link between Harbin and the Redbrands - until Glasstaff arrived with bugbears and took over the Redbrands by force. Harbin then became afraid of the Redbrands, and then the Redbrands were driven out of Phandalin and Harbin was arrested.
Harbin is afraid of Herb Stoner after an incident at Phandalin Townmaster's Hall. Herb used prestidigitation to create an illusory image of a mirror pointing back at Harbin and showing a distorted, gnarled version of Harbin's face with blood running out of his nose.
