Toblen Stonehill is the townmaster of Phandalin. He is also the owner of Stonehill Inn, which is now managed by his wife Trilena Stonehill.

In 1490, Toblen ran for Phandalin townmaster. He received the most votes in the election, but Harbin Wester tricked the vote counter into counting votes for Harbin twice. Harbin won the election, and Toblen continued managing Stonehill Inn.
