Senate of Solden and Vernica

The Senate is the ruling body over The Republic of Solden and Vernica⁣⁣⁣⁣. They control the overarching legislation and foreign policy that the Republic engages with.

Structure

Legislation

  The Republic is lead by the senate and its consuls. Solden and Vernica each elect an equal number of senators to the senate while the other provinces receive a significantly smaller number of senators. Solden and Vernica then each elect a consul to rule for a period of five years. The senate has full legislative control over the Republic and determine its laws and foreign policy. The consuls are the main driving force behind policy creation and are the only ones able to formally put motions up for a vote. Every gathering of the senate one consul is chosen to lead while the other is barred from attending in an attempt to allow for whatever policy put up for a vote not to be derided by the opposing consul and the vote becoming split along Solden and Vernican lines. Three times a year, however, both consuls are present for these gatherings for large issues. Any consul can request the presence of the other during the meetings they preside over which allows for more pervasive legislation to be passed. The consul in these situations is pretty much attempting to convince the other half of the senate to accept their resolution to get it passed, as most of the time their half of the senate will back their resolutions. Once passed it will become law or policy throughout the Republic.   Before this happens the elected Consul must go to the Justicar's island in the blasted sea to receive judgement on their worthiness to rule. They pass through his flames of judgement to test their purity of faith. The Justicar tests their loyalty to the Republic as a whole and has only incinerated eight elected consuls since starting the tradition over three millennia ago. The times a consul has been killed a new election for consul is held.   The senate elects two hundred senators from the provinces. Solden and Vernica both receive sixty senators and each province receives twenty senators. Senators are elected for ten year terms and have no term limits. Most senators are reelected when they rerun.   After the senate elections if a senator is reelected the senate then holds a vote to see which of the senators are promoted to praetor and determine which praetor is given governorship, elected to legate of which legion(s), or elected as praetor urbanus, peregrinus, clerici, etc. The consul selects three praetors, proconsuls, or quaestors to fulfill each position and the senate then chooses which of the three will fill the position. if a quaestor is reelected and then elected by the senate to fulfill one of these positions then they become a praetor. There are on average 25 to 30 praetors or proconsuls during the senate sessions, the rest being quaestors or aediles.   The provinces of the Republic are left to their own devices for the most part so long as they pay their taxes and provide men for the legions. Each province has its own method of governance and is allowed to pass whatever laws it likes so long as they don't conflict with the Republic's laws. Each province is staffed by a governor selected from the senate to ensure that the province is adhering to the Republic laws and providing the necessary taxes and legionnaires.  

Judicial

  In the republic there are senators who are selected as Praetors who act as the supreme judicial authority such as the Praetor Urbanus and Praetor Peregrinus. They then elect judges throughout the Republic to act on the laws and determine the punishments that should be handed down. They are entitled with full authority to punish those who have broken the law. Those who have broken a law are usually brought before one of the judges and allowed to plead their case. Anyone can select another to plead their case for them such as a lawyer for wealthier individuals. Oftentimes judges are swayed by the crowds that come to watch and many of the best lawyers are better are working the crowd into a frenzy than they are at arguing their clients innocence.   There is also a group within the Justicar's Blades known as Fierents who have been given the authority to act on the will of the Justicar and determine whether someone or a group of people have broken the law or are committing treason against the Republic or more importantly the Justicar. They are usually deployed in areas where murmurs of rebellion and unrest have been detected. They are given full authority to enforce the laws in anyway they see fit wherever they are deployed.
