Province of Luclana
The largest producer of food in the Republic. Luclana has some of the most fertile farmland on all of Gaulren and are expansive. Luclana feeds the majority of the Eastern Republic provinces while also exporting food to the Dwarves to continue the alliance. Luclana has several legions stationed in the province to protect and stage attacks against the Hegemony of Serica.
Structure
Luclana is ruled under the Senate of Solden and Vernica and is subject to their overarching rule, but past that the province is ruled by the Czar. The Czar is one of the few hereditary positions in the Republic ever since Albion switched to an elected constitutional monarch. Czars are selected as the first born child of the current Czar and in the case that a Czar has no children they are to adopt one before their death. If the Czar dies before this as well then the position goes to the closest related blood relative be that a brother, sister, or cousin. The Czar is in control of the farmlands and is allowed whatever degree of autonomy from the senate so long as the shipments of food continues to flow. The Czar delegates this to the clans around the province and the clan leaders operate the day to day operations and report any problems to the Czar to be fixed quickly. The clans for the most part enjoy the lack of intervention by the Republic and thus rarely cause any problems or stir up trouble. There have only been two rebellions since the province was founded and this was when consuls felt the need to meddle in their day to day lives.
Public Agenda
They desire to feed the Republic and if they earn quite a bit of money and autonomy in return then so be it. Luclana supports the Republic and is a major source of recruits for the legions as they do a significant amount of work protecting the fields.
History
Luclana was founded after pushing the orcs out of the Guira plains and colonizing it. The area was held by a lot of old world colonists at the time struggling to survive with the orc tribes in the area. When Vernica finally pushed the tribes out of the Guira Plains they began negotiating with the clans who had made the area home and after some time managed to bring them into the Republic as a province. They were to select someone to rule their province and be the representative for them and the Republic. The clans got together and the largest clan know as the Shenitsa managed to get their matron Irine Shenitsa as Czar and she was able to make the Czardom be hereditary getting her son to be Czar after her passing. Irine then founded the capital of Luclana as Shenitsa following the Soldicus and Vernicus family naming the capitals after their family. Irine then focused the province on tilling the fertile plains.
Luclana has been subject to a number of raids and pillaging by enemy armies. Due to their far more rural and spread out population it is difficult to defend the province as the terrain is so flat and difficult to create strongholds capable of defending the province. Regardless of this Luclanians are a hardy people capable or rebounding and replanting their farms even after some of the largest disasters. Luclana immediately rejoined the Republic once the Justicar's crusades came to retake the province with the clans fighting tooth and nail to buck the cultists and undead who had taken the province.
Redwater is currently ruled by Irvin Melikov. The Melikov family took control of Luclana after the events of the Sundering when the Shenitsa family was killed by the vampire Kolin Drytin who was placed in control of the province when they constantly attempted to assassinate him. The Melikov family have held the Czardom since.
Agriculture & Industry
Luclana is the largest agricultural powerhouse on all of Gaulren. Luclana's farms have covered almost every square inch of the Guira plains that is under their control. They produce a significant amount of crops and animal products that are exported across the Republic and to the Dwarves. The clans are some of the most capable farmers and contain a significant number of druids and other natural sages capable of increasing their yield. Luclana mostly produces staple foods capable of feeding people with very few cash crops.
