Triumvirate of Kahz Molduhr

The Triumvirate of Kahz Molduhr is a Capitalist Triumvirate with a citizenship of almost exclusively Dwarves. The Triumvirate rules over a collection of settlements in the south east of Hepsut.   The Triumvirate values wealth and bloodline above all else. Their society is structured around gaining wealth, with those with the most wealth being revered and located in positions of power.   The Triumvirate is also a patriarchal society, with women forbidden from working or being in positions of authority. Property and titles are exclusively passed down through the male line, with women only valued for political marriage and child rearing.   One of the most common traditions in the Triumvirate culture is the inking of tattoos across their face and body. This tattoo is representative of an individual's station in society as well as the house they belong to. The citizens get their tattoos at significant milestones in their life, starting as they come of age. These tattoos commonly comererate marriages and symbolise jobs.   The Triumvirate don’t have a very good diplomatic relationship with the other nations of the world, seeing other cultures as lesser.   Leader: The Triumvirate

Government:

  The Triumvirate of Kahz Molduhr is governed by a council of three elder patriarchs, each of whom being the leader of one of the three wealthiest dwarven houses.     The patriarchs maintain their seat on the Triumvirate as long as their house maintains its position as one of the three healthiest houses in Khaz Molduhr. Annually, the wealth of each dwarven house is calculated and the three wealthiest rule on the Triumvirate for the following year. If a patriarch dies during their reign they are immediately replaced by their next of kin.   This position has been held by the houses of Dûrmgrist Morgothal, Dûrmgrist Gûntera and Dûrmgrist Helzvog since the Fall of Arcanum.   Settlements under the control of the Triumvirate are governed by Governors. These Governors are appointed by the Triumvirate and are usually trained in law and politics.

Military & Local Guard:

  The Triumvirate is protected by the Clompers, a guard force named for the heavy metal shoes they wear, designed to invoke fear.   The Clompers claim to be loyal to the Triumvirate, but in reality it seems that each member of the Clompers are loyal only to their House.   Every settlement ruled by the Triumvirate houses a garrison of Clompers under the command of the local Governor. Each of the Dwarven Houses also has its own legion of trained career soldiers.

Religion:

  Citizens of the Triumvirate and even travellers are only permitted to worship Gods approved by the government.   The official religion of the nation is the following of Hermes, the God of Commerce and Moradin (Hephaestus), God of Craftsmanship and patron God of Dwarves.   Other approved deities are: Asclepius, God of Medicine, Demeter, God of Fertility, Gaia, God of the Earth, Hades, God of Wealth, Khronos, God of Order and Poseidon, God of the Sea.

Social Hierarchy:

  The Triumvirate has a unique social class system that is primarily structured around a family's wealth.   Women are not considered part of the class system, and are exclusively represented by their male caretaker, either their father or husband. Women without a caretaker are not considered citizens and have a social status equivalent to slaves.   Noble Class: The highest social class that consists of the families of the Triumvirate members. Members of the noble class are exceptionally wealthy.   Merchant Class: The merchant class consists of wealthy families, usually those who own multiple properties and business. It is very difficult for citizens to enter the merchant class   Working Class: The working class makes up the majority of the population. Members of the working class are usually poor and don’t own property. They commonly work for someone else and live in rented accommodation.   Slave Class: The lowest and smallest social class consists of slaves. Slaves lack full rights and are not considered citizens.
Slaves consist almost exclusively of former dwarven citizens, usually as part of debt-slavery. Citizens will sell themselves to wealthy individuals to pay off debts of legal fines. Slaves are also paid a small salary for the work they perform, and are expected to buy themselves out of slavery. Most slaves don’t stay that way for long.
Because of this slaves are unlikely to be mistreated or worked to death, but physical punishments are common for poor behaviour.

Legal System & Laws:

  All crimes are brought before a Governor or a representative of the Triumvirate, they then use the evidence provided to sentence the accused. Most crimes lead to a fine or banishment with the death penalty exclusively saved for murder or acts of treason. Tax avoidance is also taken very seriously.   Women can not legally accuse anyone of a crime and are not taken seriously in matters of law.   Common Laws Against: Theft, Trespassing, Tax Avoidance, Property Damage, Kidnapping, Assault, Murder, Treason.   Unique Laws Against: Worship of Non-Triumvirate approved Gods, Slander against members of the Triumvirate, Women Being Out of the Home Unaccompanied by their Owner, Owning Non-Approved Slaves.   Alcohol & Drugs: Drugs are highly regulated, with only Tears being illegal. There are no laws around alcohol.

  The position on the Triumvirate is held by the patriarchs of the three wealthiest dwarven houses.
