Empire of Demenia

Population: 4,500,000     Demenia is ostensibly ruled the Emperor, Vulcan Kerendas, but in reality a small handful of powerful nobles and the Empress, Katelyn Kerendas, manage most of the day to day. Vulcan is brash, and has a powerful temper, but has gotten very good at surrounding himself with smarter people with leveler temperaments. As a result he defers to them in most things.   The Demenian Empire dominates the center of the continent it's on. It's start in the north just south of the Iron Spine Mountains, where it borders the Dwarven Kingdoms, It then runs south until it reaches Lower Lete. To the east it is bordered by the Boiling Sea, and in the northeast by the Jandal Isthmus. To the west, Demenia shares the Black Mountains with the Magi Republic, and in the northwest with the Northern Kingdoms, a large collective of warring kingdoms united in only one purpose: not being subjects of the Demenian Empire. Due to its size the Empire is broken into many prefectures and several of them are nothing more than empty expanses with no real value to anyone. Traveling through these areas can be dangerous.   Demenia City is the jewel of the Empire and is the largest and most cosmopolitan city on the continent. It occupies two entire islands straddling the great river as it flows into the Letian Sea, a truly massive freshwater lake roughly in the center of the continent. It has the best of everything the Empire has to offer, which is quite a lot. The Empire's massive geography gives it access to a multitude of cultures, histories, and ways of thinking, and that diversity pays off in dividends in Demenia City.   Because of the way the Great River flows, Lower Lete essentially has a monopoly on trade for Demenia and its King, Derrick V Blackheart, loves denying Demenian merchants access to the many canals and lifts they need to reach open water from the river. This forced Demenia to find other solutions. As a result Demenia has remarkably well maintained roads. The largest of these roads can handle multiple, large, heavy caravans heading in both directions. More, Demenia just deployed airships allowing it to expand trade beyond its borders without the use of the river or roads. It's also deploying them into its infant Air Armada to maintain supply lines and deploy troops. Rumor has it there's even a few armed with massive arcane weaponry, but these are only rumors.

Structure

The Empire is divided into prefectures. Each prefecture's ruler is essentially autonomous provided the appropriate tithes are being sent to the capital, and the populace under the ruler is marginally well treated. Individual prefecture governments are a mix of hereditary lordships and elected officials. Prefectures east of the Great River tend to be hereditary while prefectures west are younger, and born from the Fenixian War For Independence. The citizenry of those prefectures more often had a hand in shaping their local governments so they typically rely on elected governments.   Each prefecture is responsible for its own affairs: feeding its people, incomes, conflict resolution with its neighbors et al. Internal wars are uncommon but permitted by Imperial Law under certain circumstances. Each prefecture is also responsible for a yearly tithe to the Emperor of gold, crops, and equipment.   In return the Empire provides protection in the form of the Imperial Legion and now the Imperial Armada and its airships. It provides relief during disasters, funding for public works, profitable markets and trade negotiations, and a host of others.

History

The Empire was formally formed two months after the end of the Fenixian War for Independence. A council formed and headed by then Duke Vulcan Kerendas of Keren Dale. Kerendas is an ambitious man and saw the opportunity, and considering a fear of further war, even a need, to carve out his own kingdom. He worked closely with faction leaders all over the newly independent prefectures and in exchange for greater autonomy and Constitutions they would enter into an Empire with Vulcan, who could provide money, soldiers, and other assistance.
